Contingent upon Legislative approval of the appropriate FY 2003104 budget documents, the amount identified on the enclosed attachment is your revised allocation. Upon approval of the budget act documents, counties will be notified that the figures are final. Due to updated caseload counts, an adjustment of$1,170,000 in Federal Temporary Assistance for Needy Families (TANF) funds and $1,000 in State General Fund (SCF) has been made to the Kin-GAP allocation. COUNTY FISCAL. OFFICERS SUBJECT: FISCAL YEAR (FY) 2003/04 AUGMENTATION ALLOCATION FOR THE CHILD WELFARE SERVICES (CWS) PROGRAM REFERENCE: CFL. NO. 03104-26 dated August 21, 2003 The purpose of this letter is to provide counties with an augmentation to their CWS allocation due to the recently Completed Govemoes Budget process. Contingent upon Legislative approval of the FY 2003/04 budget documents, the amounts identified on the enclosed attachment are your revised allocations. Upon approval of the budget documents, counties will be notified that the figures in the provided attachment are final. A total increase of$13.0 million in total funds is being allocated for the following premises: As a result of the Rosales vs. Thompson court case, the funds in the Specialized Care Incentives and Assistance Program (SCIAP) were increased by $463,000 in total funds. The Background Check premise was increased by $662,000 in total funds to reflect the cost for mandatory Federal Bureau of Investigations (FBI) background check, the updated caseload growth and updated foster care federal discount. Each of these augmentations is distributed based on each county's proportionate share of the total caseload used in the original SCIAP allocation and Background Check allocation. Please refer to CFL. 03104-26, dated August 21, 2003. Assembly Bill (AB) 636 (Chapter 678, Statutes of 2002) required the department to established the California Child and Family Services Review (C-CFSR) commencing January 2004, for child welfare systems. $3.7 million in total funds is being allocated to the counties to support the additional administrative responsibilities related to the planning and coordination of the periodic county CWS Self-Assessment and annual System Improvement Plans (.SIPS) as required by AB 636. Each county is provided funding based on the recommended methodology from County Welfare Directors' Association (CWDA). The funds were distributed using each county's FY 2003/04 average cost of a social worker, and allocating a quarter of an full-time equivalent (FTE) to the small and Very Small counties, half of an FTE to the Medium counties, one FTE to the Large counties and two FTEs to Los Angeles county. A percent to total of each All County Welfare Directors All County Welfare Officers Page Two county's total cost of the allocated FTEs was used to allocate the $3.7 million. In addition, $8.2 million in total funds is provided to the counties for the additional data requirements associated with the many new mandated activities counties must accomplish to implement the CWS Redesign, the Program Improvement Plan (PIP), and the C-CFSR process. Each county is provided funding based on the recommended methodology from CWDA. The funds were distributed using each county's Family Maintenance, Family Reunification and Permanent Placement caseload, calculating a cost per hour based or, each county's FY 2003/04 average cost of a social worker, and assuming an average of one hour per case. CFL 03/04-16, DATED AUGUST 8, 2003 The purpose of this letter is to provide counties with an augmentation of their allocation for the EA Foster Care Program due to the recently completed Governor's Budget process. Contingent upon Legislative approval of the appropriate FY 2003/04 budget documents, the amount identified on the enclosed attachment is your revised allocation. Upon approval of the budget documents, counties will be notified that the figures are final. Due to updated actual expenditures, an adjustment of$437,000 of Temporary Assistance for Needy Families (TANF) funds has been made available to the EA ;=ester Care Allocation. These funds are distributed based on the same methodology used in the original allocation. please refer to CFL No. 03/04-16, dated August 8, 2003. COUNTY WELFARE DIRECTORS ALL COUNTY FISCAL OFFICERS SUBJECT: FISCAL YEAR (FY) 2003/04 AUGMENTATION ALLOCATION FOR THE ADMINISTRATION OF THE NON-ASSISTANCE FOOD STAMP (NAFS) PROGRAM REFERENCE: CFL No. 03/04-25, dated August 21, 2003 The purpose of this letter is to provide counties with an augmentation to their administrative allocation for the NAFS Program due to the recently completed Governor's Budget process. Contingent upon Legislative approval of the FY 2003/04 budget documents, the amounts identified on the enclosed attachment are your revised allocations. Upon approval of the budget documents, counties will be notified when the figures in the provided attachment become final. The attachment displays the following NAFS administrative components that have been updated for current year: Caseload Growth, Prospective Budgeting, California Food Assistance Program (CFAP) and Transitional Benefits. Due to updated Food Stamps monthly caseload, the current year caseload increased by an additional 2.6 percent. Therefore, an adjustment of$3.7 million in State General Fuad (SGF) has been made to the NAPS allocation. The funds were distributed based on the same percentage of caseload data used in the original caseload growth distribution provided in CFL 03/04-25, dated August 21, 2003. As stated on CFL 03/04-25, the Prospective Budgeting (PB) premise reflects the NAFS administrative savings and costs associated with implementing a quarterly reporting system using prospective budgeting in projecting income over a three-month period. The individual county specific allocations for this premise takes into consideration each county's implementation date and a six month phase of administrative savings. In the Governor's Budget subvention process, the department reviewed updated implementation dates. Therefore, if a county's implementation date changed, the NAFS administrative allocation is adjusted to reflect the updated PB administrative savings and cost. The numbers displayed on the attachment represent the PB adjustments to the original PB allocated funds. In addition, four counties were provided reprogramming funds associated with implementing the quarterly reporting system. Contingent upon Legislative approval of the appropriate FY 2003/04 budget documents, the amounts identified on the enclosed attachments are your FY 2003/04 IHSS Administrative allocation planning augmentations. An additional $1,304,000 in State General Fund (SGF) is toeing provided for the following components of the IHSS Administrative Allocation: IHSS Basic Cost, County Employer of Record(AB 2235) and Advisory Committee. The IHSS Administrative Basic Cost is adjusted by$948,000 in SGF due to updated caseload counts. These funds are distributed to the counties using the same methodology as the original IHSS Administrative Basic Cast Allocation. Additional County Employer of Record funding includes$329,000 in SGF for the estimated costs of Imperial, Lassen and San Benito County to act as employer of record for IHSS providers within the county. Contingent upon Legislative approval of the FY 2003/04 budget documents, the amounts identified on attachment I is your revised allocation. Upon approval of the budget documents, counties will be notified that the figures in the provided attachments become final, CalWORKs Eligibility Administration: Attachment If displays the following CaIWORKs Eligibility components that have been updated for current year: County Maintenance Of Effort (MOE), 60-Month CaIWORKs Time Limit, Tribal Temporary Assistance for Needy Families (TANF), and Prospective Budgeting. Due to the changes in the county share of the Food Stamps Administrative Program, the savings to the County MOE adjustment decreased; therefore, $773,000 is being distributed to the counties based on each county's percent to statewide total of their FY 1996/97 CalWORKs County MOE. As stated in CFL 03/04-10, the Prospective Budgeting (PB) premise reflects the CalWORKs administrative savings and costs associated with implementing a quarterly reporting system using prospective budgeting in projecting income over a three-month period. The individual county specific allocations for this premise takes into consideration each county's implementation date and a six month phase of administrative savings. In the Governor's budget subvention process, the department reviewed updated implementation dates. Therefore, if a county's implementation date changed, the CalWORKs Single Allocation is adjusted to reflect the updated PB administrative savings and cost.
