County, as recommended by the Employment and Human Services Director.

BACKGROUND:
May is National Foster Care Awareness month. The Employment& Human Services Department
would like to recognize the hundreds of dedicated foster parents and relative care givers who
provide safe, loving homes for the 2,000 children in Contra Costa County who are placed in out-of-
home care. Many of these children are born drug exposed or are medically fragile. Some are
sibling groups who need to remain living together. Many foster parents also care for older children,
those in their teens, who are facing emancipation from foster care.
Each year, over 150 youth in Contra Costa County emancipate from foster care.
Today we spotlight our Independent Living Skills Program (ILSP). ILSP is a federal and state
funded program established in 1989 to provide foster youth between the ages of 16 and 18 with the
life skills and support necessary for successful emancipation. The program assists our foster youth
in the areas of outreach, employment, housing, education and vocational opportunities.
In 1999, ILSP expanded to continue serving these youth from the time of emancipation until their
21 st birthday.
Within the State of California, Contra Costa County's ILSP has been recognized as the program with
the"best models and practices." Many counties have visited our program and developed their own
services based on the Contra Costa County model.
Today we introduce to the Board four outstanding graduates of ILSP, who make up our newly
formed ILSP speakers bureau.
