FISCAL IMPACT: This Contract is funded 50%by Federal Medi-Cal (FFP), 41% by State EPSDT, and 9%by Mental Health Realignment. BACKGROUND/REASON(S)FOR RECOMMENDATION"S : On July 8, 2003, the Board of Supervisors approved Contract#24-859-911 with Edgewood Center for Children and Families, for the period from July 1, 2003 through June 30, 2004, for the provision of Day Treatment services for severely emotionally disturbed children. The State Department of Mental Health recently notified the Division that the Statewide Maximum Average (SMA) rates had been increased and became effective July 1, 2003. By the time the rates were published, the Contract for Fiscal Year 2003/2004 had been processed and the Contactor had agreed to provide services in good faith, in accordance with the old rates. FINANCIAL IMPACT There is $3,500,000 appropriated in the General Fund Plant Acquisition Account (4419-4474), for the project. Funding is from the 2003 Series A Lease Revenue Bonds. BACKGROUND The project involves a new 8,788 square foot residential treatment facility to house adult male residents where they can begin recovery from alcohol and drug addiction. The facility will consist of 40 beds, counseling and meeting roams, food preparation and dining, bathrooms, staff offices, and a laundry facility. The firm of Jacobson Silverstein Winslow Architects ("JSWA") is the consulting architect. An agreement with JSWA in the amount of$280,000 was executed on July 9, 2002. The First Amendment to the agreement changed the effective date from July 9, 2002 to April 8, 2002. Rainey, Architect to provide architectural services to modify or replace approximately 71 doors at the Contra Costa Regional Medical Center, 2500 Alhambra Avenue, Martinez. The doors are being replaced because they are defective and do not meet code requirements. The First Amendment increased the number of design and project review meetings and provided for building code and product research to substantiate compatibility of the proposed Ingersoll-Rand "Impact" door with the existing door frames. The First Amendment also increased the reimbursables limit by $1,000.
