SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED A('`.TION• APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a contract with CH Mack, Inc. (# 40-194-0) in the amount of$56,096 for software application services for the period May 12, 2004 through June 30, 2004. FINANCIAL IMPACT-' $56,096: 37% ($21,000) from State MSSP funds and 63%($35,096) from Federal Area Agency on Aging (AAA) Title III One-Time-Only Funds. No County Costs. BACKGROUND-, CH Mack, Inc. was selected this month after a competitive bidding process (Request for Interest#219)was publicized, seeking to acquire a cost-effective web-based software application program that would fully support automated case management, tracking and reporting for Area Agency on Aging (AAA)programs, including those tracked under the National Aging Program Information System (NAPIS)requirements and Multipurpose Senior Services Program(MSSP). AAA and MSSP provide an extensive system of care and support to help elderly individuals lead independent lives in their own homes so as to prevent their unnecessary placement in nursing homes. The need to have an automated case management, tracking and reporting system is crucial for AAA and MSSP as these programs must comply with State-mandated reporting and billing requirements. EHSD will contract with CH Mack to provide the county's AAA&MSSP programs with a software tracking and reporting system that will meet the requirements of the State. CH Mack will implement its comprehensive Care Management software suite, Q Continuum System,which is a software application that supports automated case management, tracking and reporting specifically for health and human services programs and it has the capability to support programs tracked under NAPIS and MSSP. Q Continuum is currently being used in a number of other counties, including Fresno, Sacramento,Riverside, San Mateo and San Diego. This contract will specifically cover the purchase of Q client access licenses, initial system set-up, staff training and maintenance fees. (MMTG)was selected this month after a competitive bidding process (Request for Interest#218)was publicized, seeping to acquire a cost-effective web-based software application program for the Adult Protective Services (APS)Division of the Employment and Human Services Department(EHSD). APS receives and responds to calls/reports concerning possible abuse of elderly or dependent adults in our community, and provides 24-hour assistance to abuse victims. The need to have an automated case management, tracking and reporting system is crucial for APS as it must comply with State mandated reporting requirements of suspected abuse cases. EHSD will contract with MMTG to provide the county's APS Program with a software tracking and reporting system that will meet the requirements of the State. MMTG is the developer of the APS Automated Client Tracking System (AACTS). AACTS is a complete APS tool that manages the entire APS Intake, Assessment, Investigation, Service Plan, Case Closure and Reporting process. AACTS is currently being used in a number of other counties,including San Francisco,Los Angeles and Napa. This contract will specifically cover the purchase of AACTS client access licenses and the initial system set-up and staff training. BACKGROUND: The Employment and Human Services Department's Volunteer and Emergency Services Program receives a grant from the San Francisco Chronicle's Season of Sharing(SOS) campaign which provides financial assistance to low-income families and individuals in crisis assisting them with emergency housing,medical equipment, and furniture(i.e. baby cribs). The program goals are to remove barriers to employment, housing, and other basic living needs, maintain the family unit, and promote self-sufficiency. The Volunteer and Emergency Services Program fundraises and obtains in-kind donations to provide emergency food, clothing, toys, and educational supplies thereby minimizing the crisis families and individuals experience. Mr. Snyder was selected through the open bid process, RFI#133, to provide Central/East County Season of Sharing Coordinator services, which include community outreach, assessme unseling, and referral. �.
