RECOMMENDATION:
A. APPROVE and AUTHORIZE the Community Services Director, or designee, to
temporarily close part-day, part-year preschool classrooms during the low-enrollment
summer period effective May 26, 2004.
B. ABOLISH project positions as specified in Attachment A, A-1.
C. RE-ESTABLISH project positions as specified in Attachment A, A-1.
BACKGROUND:
Since 1965, with the exception of 2002, the Community Services Head Start Program, in
accordance with funding source regulations, suspends part-day operations during low-
enrollment summer months. This year, CSD proposes to close part-day Head Start
classrooms during low-enrollment summer months beginning May 26, 2004 and implement
corresponding staff layoffs.

Off and Re-appointing. Employees
In the County Head Start Program
For Summer 2004
The Contra Costa County Board of Supervisors in all of its capacities as the governing body of the
County and of the Districts and Agencies of which it is the governing body RESOLVES THAT:
1. The Board has considered the report of the Community Services Director to the County
Administrator which advises that the Head Start program has been designed and funded generally to
operate on a nine (9) month schedule and that most positions were budgeted in the 2004 Head Start
work plan to stop work during the month of May, 2004.
2. The Board has considered the impact of limited funding and the staffing necessary for the
efficiency of County government operations and has considered the staff retention plans submitted by
the Community Services Department for the Head Start program'under its jurisdiction.
3. In order to keep expenditures within available funding or to keep staffing at the level necessary
for efficient operations, it is necessary to abolish the positions described in Attachment "A-1" on the
dates indicated for reasons of economy, lack of funds or because the necessity for the position(s)
involved no longer exists and to lay off employees accordingly. In addition, positions required to
support the Heed Start program in August and September will be re-established. The positions
shown on Attachment "A" are to be abolished and re-established on the dates indicated.
4. The Community Services Director, in which department such positions are abolished, shall issue
layoff or displacement notices, as the case may be, and give notice to affected employees of the
Board's action.
5. The Employee Relations Officer shall give notice of this Resolution to recognized employee
organizations representing employees impacted by this action.
6. To the extent that the subjects of this Resolution are within the scope of representation pursuant
to the Meyers-Milias-Brown Act (Government Code Section 3500 et seq.), this Board offers to
meet with recognized employee organizations upon request concerning this Resolution.
7. Recognized employee organizations may submit to the Employee Relations Officer written
requests to meet and confer on specific proposals with respect to this Resolution of resulting
layoffs. This authorization and direction is given without prejudice to the Board's right to reduce or
terminate the operations and services of the County and of Districts governed by this Board, and
to eliminate classes of employees or positions as involving the merits, necessity, or organization
of services or activities of the County or Districts governed by the Board and not within the scope
of representation.
8. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring
with recognized employee organizations.

9. For purposes of this specific layoff, employees currently enrolled in a health or dental plan may re-
enroll in health/dental or voluntary supplemental life plan provided they do so within 60 days from
their return to work date.

This is to advise you that the Community Services Department intends to suspend the part-
year Head Start program this summer.
The Head Start program has been designed and funded to operate on a nine-month
schedule and some positions were budgeted in the 2004 Head Start work plan to stop work
during May and be brought back in August.
Attached is the proposed Board of Supervisors Resolution to implement this annual
requirement. Please place the resolution on the Berard Agenda for May 11, 2004.
