I. RECOMMENDED ACTION:
DETERMINE that the Crockett Downtown Upgrade project is a California Environmental Quality Act
(CEQA) Class 2 Categorical Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk,and
AUTHORIZE the Public Works Director to arrange for payment of a$25 fee to Community Development
for processing, and a $25 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project, and AUTHORIZE the Public Works Director or designee to advertise the project.

IL FISCAL IMPACT:
The estimated project cost is $1,400,000.00 funded by Unocal Return to Source Funds(100%).
III. REASONS FOR RECOMMENDATIONIBACKGROUND:
The Crockett Chamber of Commerce has prepared the Crockett Downtown Upgrade Project Master Plan
(MasterPlan). The purpose of the project is to implement the Master Plan(3/31/98)in order to rehabilitate
downtown Crockett to attract visitors and enhance the health of Crockett's businesses. The project is
located in the west County area in the unincorporated community of Crockett [Pomona St. (7th Ave. to 3ra
Ave.), Second St. (Pomona St. to Starr St.), and Loring Ave. (40 Ave. to Bay St.)].
Contra Costa County will accept the Master Plan and implement it through a series of phased construction
projects built over several years and may pursue grant funding in order to build portions of the project. The
proposed project consists of removing and replacing roadway,sidewalk,and steps,installing a Town Name
Archway, curb, gutter, and Americans with Disabilities Act (ADA) compliant sidewalk and curb ramps,
handrails,streetlights,fences,trash receptacles,bicycle racks,benches,pedestrian crossings,street signs and
striping, planters, storm drain pipes, drainage inlets and other drainage improvements, planting trees and
shrubs, conforming driveways, constructing parking lots and a section of regional trail in association with
East Bay Regional Park District.
Adjacent to the project area, north of the intersection of Rolph Ave. and Loring Ave., is the C c& H Sugar
facility, which is listed on the Hazardous Waste and Substances Sites list. A consultant will perform a
subsurface investigation to determine whether there is soil contamination in the project area. In the event
that excavated material in the project area contains contaminated material, contract specifications will
require proper handling and disposal of the soil.
Utilities may need to be adjusted. One lane of each roadway will be open at all times during construction.
Some landscape trees and shrubbery may need to be removed and replaced with other landscape trees and
shrubbery throughout the project. In order to minimize damage to trees, any roots exposed during
excavation will be cut cleanly. Real property transactions, including right of way acquisition, may be
necessary in support of this project.
The proposed project consists of the replacement or reconstruction of existing facilities in the same location
and with the same purpose and capacity as the facilities replaced,involving negligible expansion of capacity.
The project will not result in the removal of any scenic resource.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.

GENERAL CONSIDERATIONS:
