SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Accept contributions totaling $122,700 from Meals on Wheels of Contra Costa,Inc., on behalf of the County Horne
Delivered Meals Program(Meals on Wheels),administered by the Public Health Division of County Health Services,
to subsidize 56,500 additional Meals delivered to the residences of homebound elders in Contra Costa County and to
offset fundraising costs not covered by other grants.
FISCAL IMPACT:
With this contribution, Meals on Wheels of Contra Costa achieves a new milestone, having contributed more that
$1,000,000 since its inception in 1990,to the County Home Delivered Meals Program(Meals on Wheels)to subsidize
meals delivered to the residences of homebound elders throughout the county.
This total contribution of$122,700 allows the County Home Delivered Meals Program to deliver approximately 56,500
additional meals to 225 homebound eiders each day at their residences throughout the county. Substantial voluntary
contributions from program clients provide sufficient financial leverage to allow one additional meal to be delivered to
a homebound elder for each$2.00 received in additional private or public sector contributions or grants.
BACKGROUND:
Meals on Wheels of Contra Costa, Inc. is a charitable private non-profit coalition of public and private organizations
and individuals that was founded in 1990 by two County managers, from the Health Services and Employment and
Human Services Departments,to develop on-going private sector funding resources to bridge the gap between available
government funding, and demand for Meals on Wheels by the county's homebound elders. Meals on Wheels of
Contra Costa,Inc.has contributed$1,046,050,since its inception in 1994,for the purchase of 615,000 meals delivered
to the residences of homebound elders throughout Contra Costa County. A multi-year seed grant from the County
Administrator's Grant Revenue Improvement Program (GRIP) allowed for a dramatic increase in private sector
program contributions to the program and the eventual elimination of waiting lists for services.
Organizations represented on the Meals on Wheels of Contra Costa,Inc.Board of Directors include:Aging and Adult
Services Bureau(Employment&Human Services Department);County Senior Nutrition Program(Health Services-
Public Health);County Advisory Council on Aging;Senior Nutrition Program Advisory Council;Nest County Meals
on Wheels,Inc;Family&Community Services,Inc(dba Senior Outreach Services);and Martinez Refining Company.
The County Home Delivered Meals Program is the primary provider of Meals on Wheels services in Contra Costa
County,delivering 900 meals each day to the residences of homebound elders throughout the county via its network of
more that 65 delivery routes almost entirely staffed by volunteers. Service delivery is coordinated regionally in much
of the county through contracts with private non-profit community based agencies.
