SUBJECT: CSAC 2003 Merit Award received for Meals on Wheels of Contra Costa, Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Acknowledge receipt by Contra Costa County of a Merit Award from the California State Association of Counties
(CSAC), in their 2003 Challenge Awards program, for Meals on Wheels of Contra Costa, Inc.
FISCAL IMPACT. Meals on Wheels of Contra Costa,Inc.has raised and contributed$1,046,050 to date to the County
Home Delivered Meals Program(Meals on Wheels)since 1990,to subsidize 615,000 meals delivered to the residences
of homebound elders throughout the county.
BACKGROUND:
This award is one of 26 given to 16 counties under the 2003 CSAC Challenge Awards program, from among 168
entries from 34 counties throughout California.
Meals on Wheels of Contra Costa, Inc. is a charitable private non-profit coalition of public and private organizations
and individuals that was founded in 1990 by two County managers, from the Health Services and Employment and
Human Services Departments, to develop on-going private sector funding resources to eliminate waiting lists of
homebound elders seeking Meals on Wheels services in Contra Costa County. A multi-year seed grant from the
County Administrator's Grant Revenue Improvement Program(GRIP) allowed a dramatic increase in private sector
program contributions to the program and the eventual elimination of waiting lists for services.
Organizations represented on the Meals on Wheels of Contra Costa,Inc.Board of Directors include:Aging and Adult
Services Bureau(Employment&Human Services Department); County Senior Nutrition Program(Health Services-
Public Health);County Advisory Council on Aging;Senior Nutrition Program Advisory Council;West County Meals
on Wheels,Inc;Family&Community Services,Inc(dba Senior Outreach Services);and Martinez Refining Company.
The County Home Delivered Meals Program is the primary provider of Meals on Wheels services in Contra Costa
County,delivering 900 meals each day to the residences of homebound elders throughout the county via its network of
more that 65 delivery routes almost entirely staffed by volunteers. Service delivery is coordinated regionally in much
of the county through contracts with private non-profit community based agencies.
