and the Partnership for an Alcohol and.Drug-Free Contra Costa County,
and Proclaiming April 2004 as Alcohol Awareness Month RESOLUTIONNO. 2004455
WHEREAS,alcohol is the most widely used drug among youth;it causes serious and potentially life-threatening
problems; research indicates that drinking is associated with risk-taking behaviors and sensation-seeking behaviors
amongst adolescents;youth who begin drinking before age 15 or younger are four times more likely to develop
problems with alcohol use and dependence than those who begin drinking at age 21;and
WHEREAS, during adolescence,young people begin to take risks and test limits because they are moving from a
family-centered world to the larger community, within which they begin to define their own identity, and there are
many factors in the community, including social norms that contribute to adolescent use of alcohol;and
WHEREAS,the Contra Costa Countywide Youth Commission held youth forums in different communities which
identified a lack of structured activities and recreational centers for youth, that lead to private parties using alcohol
and other drugs;and
WHEREAS,alcohol abuse is linked to two-thirds of sexual assaults including date rapes, of teens and college
students,and is a major factor for unprotected sex, thus,increasing the risk of contracting HIV and other sexual
transmitted diseases,and unwanted pregnancy;and
WHEREAS, studies show that the alcohol industry(beer, wine distilled spirits)continues to target underage
drinkers by featuring games on their web sites, with 13% of all visitors to 55 alcohol company web sites being
underage drinkers,and
WHEREAS,about 91 percent of all drinks consumed by teenagers are consumed by those who drink heavily;and
each year,college students who drink spend approximately$5.5 billion on alcohol, more than they spend on drinks,
milk,juice, tea,coffee,and books combined;and
WHEREAS, this year's theme "Save a Life-End Underage Drinking';reflects the need for Contra Costa
Countywide Youth Commission, the AOD Board,Alcohol and Other Drugs Services Division,community partners,
Friday Blight Live and other Youth Development groups, law enforcement, and the Board of Supervisors, to help
prevent and protect and our citizens and youth in particular,from illegal and or dangerous drinking.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does hereby proclaim April 2004 as
ALCOHOL AWARENESS MONTH and encourages all citizens to participate in the Alcohol Awareness events in
Contra Costa County,
PASSED AND ADOPTED ON April 6, 2004, by a unanimous vote of the Board members present.
