BACKGROUND/REASONS FOR RECOMMENDATIONS
The City of Brentwood has requested the County's continued assistance to
perform Building Inspection related services. The County has been
providing services to the City since August 2002. The City is requesting an
increase in the scope of the services by adding Plan Review Service to the
list of services provided by the Department. Currently, the Department only
provides assistance in the area of inspections. The commitment to utilize
the County's inspection program to augment City staff will require the
addition of one Building Inspector to the ranks of the Department.
Contra Costa County Building Inspection Department will provide services
consistent with the guideline and procedures of the City of Brentwood and
applicable codes. The Department will work closely with the City's'Building
Official in the implementation of the building inspection services.

BACKGRQUNdIREASONS FOR RECOMMENDATIONS
The City of San Pablo has requested the County's continued assistance to
perform Building Inspection related services. The County has been
providing services to the City since September 2001. The City is requesting
an increase in the scope of the services provided by the Department.
Currently, the Department provides assistance in the areas of plan review,
inspections and zoning/building violation investigations. In addition,the City
has asked the County to provide the City with Counter Services on
temporary basis. This enhancement of services to the City will require
temporary reassignment of one pian check employee. In addition, the
Department will need to add one employee to perform requested
inspections. The language and scope of work has been reviewed and
approved by the Risk Management Office.
Contra Costa County Building Inspection Department will provide services
consistent with the guideline and procedures of the City of San Pablo and
applicable codes. The Department will work closely with the City's
Community Development Department in the implementation of the building
inspection services.

APPROVE and AUTHORIZE the Community Services Director or designee to
execute and submitState Standard Agreement #04F-4433, Amendment No. 1
(County #39-813-21) with the California Department of Community Services and
Development in the amount of $477,482 for a new maximum reimbursable
amount of $641,225 for 2004 Community Services Black Grant (CSBG) program
services for the period from January 1, 2004 through December 31, 2004.
FINANCIAL IMPACT:
This Contract is federally funded through the California Department of Community
Services and Development and is included in the Community Services
Department's budget for FY 2003-04. No County funding is required.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On January 6, 2004 the Board of Supervisors approved State 'Standard
Agreement #04F-4433 for CSBG self-sufficiency programs and emergency
services for eligible county individuals and families.
Approval of this amendment #1 will provide additional funds for continued CSBG
services.

RECOMMENDATION:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract
amendment with the Contra Costa County Bar Association, to increase the payment limit by
$300,000 to a neve payment limit of $1,550,000, with no change in the contract term, for
continuation of mandated criminal conflict defense services through June 30, 2004.
FISgAL IMPACT
The $300,000 incurred under this contract amendment is currently appropriated for conflict
defense services in the Final Budget for FY 2003-04.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S';
Since 1983, the County has contracted with the Contra Costa County Bar Association for the
provision of conflict defense services. The original contract was in response to the
escalating cost of conflict defense services under the old system of court-appointed counsel.
Subsequently, in FY 1991-92, the Public Defender created an Alternate Defender's Office to
handle conflict cases.
Actual expenditures on the Bar Association contract in FY02/03 were $1,500,000. The initial
FY03I04 contract with the Bar Association was $1,250,000. It is now estimated that total
charges in FY03104 will reach $1,5501,000. If additional funding is not approved, the
contractor will exceed the current contract's payment limit in April 2004.

The contract with the Bar Association for conflict defense services includes only the costs
associated with representing criminal and delinquency cases referred to the Bar Association
through a written affidavit conflict by the Public Defender and the Alternate defender. It
does not include provision for casts of representation of dependency cases. These cases
have been excluded from the County's contract since the Lockyer-Isenberg Trial Court
Funding Act of 1997 placed the responsibility for payment of costs associated with such
cases within the Courts' State Trail Court Funding budget. It is no longer a County financial
obligation.
CON'SEQUE'NCES OF NEGATIVE ACTION:
Payment of criminal conflict attorney services is a mandated County cost. If the
recommended action is not approved, the contract with the Bar Association will reach the
current contract maximum payment limit in April 2004. The appointment and payment of
private attorneys for conflict cases that cannot be handled by the Alternate Defender's
Office will revert to the court-appointed method used prior to the Bar Association contract.
All active and new criminal and delinquency conflict cases will be referred to the courts for
appointment of defense counsel.

SUBJECT: APPROVE and AUTHORIZE the Clerk-Recorder or designee to execute a contract
with bdSystems for the acquisition, installation, implementation and training of a
geographical information system (G.I.S.) based precincting and redistricting system
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE AND AUTHORIZE the Clerk-Recorder or designee to execute a contract with bd
Systems for acquisition, installation, implementation and training of a geographical information
system (G.I.S.) for precincting and redistricting. The cost of the contract is $347,254 and covers
the period from May 1, 2004 through April 30, 2005 and thereafter provides for ongoing
maintenance and licensing on an annual basis.
FINANCIAL IMPACT:
The cost of the contract is $347,254. This project will be funded within the Clerk-Recorder
Department's 03-04 and 04-05 budgets.
REASONS FOR RECOMMENDATION/BACKGROUND:
The Contra Costa Elections Division currently uses a completely manual process that requires
drafting of paper maps by hand. As Contra Costa continues its rapid rateof development and
annexation, the constant movement of precinct and district lines has complicated the ability to
provide accurate and up-to-date information. The Elections Office does not currently have the
ability to conduct any type of automated crosscheck to prevent errors.
We believe the serious budget situation at the County and State levels will cause more agencies
and districts to conduct special elections in the attempt to increase funding. This will place
additional stress and strain on the existing system as the number of elections increase, overlap
and become more complicated.
In June 2003, the Elections Division was authorized by the Board of Supervisors to conduct a
gap analysis to clarify the scope and costs related to a precincting and redistricting G.I.S. system.
This was completed in August 2003; the proposed contract was developed from that analysis.

The Elections Division has worked with the County's Department of Information Technology and
the Geographical Information Officer to assure the proposed system will integrate with the
existing County G.I.S. program. This project will provide an improvement to the County's base
maps by accelerating the correction of the existing street center line file, which is currently
inaccurate and out of date.
This system will eliminate the need for manual drafting of maps. it will provide a logical way to
check precinct and district lines and a method to double-check the Elections proprietary database
information.
The proposed system will provide three primary functions:
• Produce maps that show precinct information in a graphical format
• Allow for on-screen manipulation of the precinct and district lines
• Produce a report that indicates the changes to be made to the street file to have it
match the newly modified district lines (crosscheck of existing data)
CONSEQUENCES OF NEGATIVE ACTION:
Failure to move forward with a solution to identify and correct precincting and redistricting errors
could cause a mistake severe enough to require an election to be conducted again, at a
substantial cost to the County.
If a race is close and an error or omission has been made that could have prevented voters from
exercising their right to vote, those voters could sue the County to mandate the election be
conducted again. The complete cost of the election would be the responsibility of the County.
