Subject: Amend Resolution 2004/92
In the Matter Adjusting the
Salary Step Placement for a
Certain DA Senior inspector
WHEREAS the District Attorney wants to compensate the individual at the third step of the
salary range,
WHEREAS the County Salary Regulations, adopted in 1983, do not allow for promotional
salary increases above five percent, or, the next highest salary step in the classified salary
range without benefit of a resolution.
WHEREAS the placement of the DA Senior inspector indicated below does not take into
consideration his previous salary and incentives in the position of Deputy Sheriff;
It is therefore recommended by the District Attorney that the Board adopt this Resolution to
address the circumstances listed above.
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing
board of the County of Contra Costa and all districts of which it is the ex-officla governing
Board RESOLVES THAT:
Originally adopted on February 24, 2004. The new effective date is listed below. The salary
step placement of the named employee in the classification of DA Senior Inspector shall be as
follows:

Subject: Layoff of one(1)Retirement Accounting Specialist I Position
The Board of Supervisors RESOLVES THAT:
1. Under Gov. Code Section 31521.2, personnel of the County Retirement Association
(CCCERA) are subject to the county's merit system rules and covered by any Memoranda of
Understanding entered into between the County Board of Supervisors and recognized
employee organizations.
2. The Board has considered the Employees' Retirement Association(CCCERA) staff
reduction plan as it pertains to the affected position.
3. The reduction is in recognition of the reduction in workload as a result of a Retirement
Association custodial bank change.
4. CCCERA will issue layoff notice as necessary, and give notice to the affected employee
impacted by this action.
5. The Employee Relations Officer shall give notice of this Resolution to the recognized
employee organization representing the employee impacted by this action.
6. CCCERA has offered to meet with the recognized employee organization upon request
concerning this resolution.
7. This action is taken without prejudices to pending consulting, meeting, and meeting and
conferring with recognized organizations.
8. To recognize the significant change in workload,CCCERA will layoff the following
position: Retirement Accounting Specialist 1, position number 11512.

(CCCERA)Board or designee to layoff one(1) Retirement Accounting Specialist I position
effective April 6, 2004 to realize the significant change in workload as a result of a Retirement
Association custodial bank change.
BACKGROUND:
Retirement Accounting Specialist 1, class code JDWC,position 11512 was fulled on
February 29, 2002. The existing workload at the time warranted an additional position. On
January 31,2003, the sale of Deutsche Bank Global Security Services to State Street Corporation
was completed. Effective June 1, 2003, CCCERA's.monthly investment reporting was
transitioned from Deutsche Bank's to State Street fortnat. This caused a streamlining of duties
and a significant reduction in workload. These changes resulted in the layoff of one(1)
Retirement Accounting Specialist 1.

RECLASSIFY position number 988 Network Administrator I (LNSA, B85,
1694, S5,335.3646,485.16) to Network Administrator II (LNSB, B85, 1787,
$5,849.98-$7,110.69) effective March 1, 2044.
❖ The Department is requesting the reclassification without examination of
Patricia Zaragoza, Network Administrator I, because she has been
performing the higher-level job duties, including responsibility for the
large and complex Building Inspection computer system. She meets the
minimum qualifications of the Network Administrator I1 position. In
evaluating this request a desk audit was performed on the subject position,
which confirmed that the duties assigned to the incumbent are consistent
with the duties typically assigned to a Network Administrator H. Alan
Schulze, ASU, from DoIT concurs with the recommendation for
reclassification.
❖ There are no net County costs associated with the action. The annual cost
to the department will be $7,500. $3,000 will be for this fiscal year. Permit
fees will fund this action.
❖ This is a Management classification, so no union affiliation needed to be
contacted.
❖ This action will go into effect March 1, 2004.
