GILBERT, DIRECTOR OF GENERAL SERVICES � COSTA DATE: APRIL 6, 2004 COUNTY SUBJECT: APPROVE AN AGREEMENT WITH CLEAIRE ADVANCED EMISSION CONTROLS TO PROVIDE DIESEL EMISSION CONTROL EQUIPMENT TO COUNTY VEHICLES SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. AUTHORIZE the Director of General Services to enter into an agreement with Cleaire Advanced Emission Controls (Cleaire) to retrofit eight County vehicles with new diesel emission control equipment. 2. APPROVE and DIRECT the Director of General Services to begin purchasing ultra low sulfur diesel fuel for use by County vehicles. FINANCIAL IMPACT The cost to install the new diesel emission control equipment will be paid for by Cleaire with grant funds provided by the California Air Resources Board (CARB). Approval of the proposed agreement will increase annual vehicle operating costs approximately$11,000 to $13,000 as follows: $8,000 - $10,000. The cost of purchasing ultra low sulfur diesel fuel is approximately 80 to 100 per gallon more than regular diesel based upon annual diesel fuel consumption of 100,000 gallons. $3,200. The new emission reducing equipment will increase annualvehicle maintenance costs for the eight specified vehicles by approximately$400 per vehicle. BACKGROUND The cost to install the new diesel emission control equipment will be paid for by Cleaire with grant funds provided by the California Air Resources Board (CARE). It is anticipated that GARB will adopt new rules in June 2004, which will require all public agencies to phase-in new emission reduction requirements on existing diesel vehicles weighing over 14,000 pounds by 2007. The County currently has 53 diesel vehicles subject to the proposed GARB requirements'. In 2007, production of all new thesel engines will be required to comply with CARB red emission standards. When a diesel vehicle is equipped with the proposed emission control equipment, particulate vehicle emissions are reduced by 85% or more and NOxx emissions are reducedby 25%. Installation of the diesel engine emission control equipment and using ultra low sulfur diesel fuel is a first step toward meeting the new CARIB requirements and will immediately reduce County diesel vehicle emissions to improve air quality.
