The Bay Area Green Business Program has certified almost 400 businesses, and Contra Costa
is doing its part! We will be recognizing these businesses at the Board meeting on April 27.
They include (among others):
• A Plus Auto Detail—who's previous owner had the D.A, after him for
environmental crimes!
• Two solar panel installers & several terrific landscapers!
• Our first Whole Foods (in fact both of them) and Starbucks,
• The entire Delta Diablo Sanitation District, and
• And a father/son team who truly had no idea how to green their auto repair
shops—but had great intent—who are now leading the way in east county!
All of these businesses meet the high standards of environmental excellence set by the Green
Business Program:
✓ Be in full compliance with all our environmental agencies: Hazardous Materials,
fire, storm water, wastewater and the Air District; &
✓ Be conserving energy, water and other natural resources; and preventing pollution
from hazardous wastes.
The strategic planning done by our partners has yielded revised goals to achieve our ultimate
mission: To make Contra Costa a place where businesses conduct business in a way that will
sustain our communities for years to come. The goals agreed to are spelled out in our attached
annual report, which also highlights our accomplishments and lists our 25 program partners.
Our first newsletter to our Green Businesses is also attached.
In order to expedite this presentation, we suggest that as each of you get up to give out your
Green Business decals, call up adl of the recipients in your district ("Will all of those in District 1
please come forward?') before you give out the individual Green Business decals.

EXECUTIVE SUMMARY
118 businesses have been certified as Green Businesses since 1998, with the program
certifying all business types since 2002. This has been accomplished through a partnership of
26 local agencies and cities that provide funding ($32,800), active leadership, and staff time and
resources to certify businesses. In addition to the program meeting its goals and objectives for
the year, the partnership, through a strategic planning process that included an evaluation of
those previously set goals, has revised and strengthened its goals and expected outcomes for
the next three years.
Highlights of 2003
✓ Certified 36 businesses, including landscapers, auto repair shops, Trader Joe's, Whole
Foods, Starbucks, San Ramon's Marriott Hotel, Toyota Parts Distribution Center, CCTimes
and five public operations, including the entire Mt. View San. District.
Focused on landscapers, sponsoring the Sustainable Landscape Practices Workshop
✓ Expanded the partnership, adding Environmental Health, and working with the Landscape
Management {outreach Project and County Agriculture.
✓ Experienced a huge increase in visitors to the website, and advertising in Bay Nature and

on KNEW and on KNBR/KFOG.

Program.
4. To create sufficient organizational capacity to successfully operate the program.
INTRODUCTION
Protecting the environment by preventing pollution and conserving natural resources are goals
Contra Costa's environmental agencies have been striving to achieve. In an effort to further
these goals, they partnered to create the Green Business Program. By leveraging resources
and combining expertise, the Green Business Program works with Contra Costa businesses to
address a multitude of environmental concerns at the same time. Green Business Program
staff works with businesess in a cooperative, direct and personal way to achieve these goals.
The program was kicked off with auto repair shops in 1998, expanding to all businesses in 2002.
Each business is certified for compliance with all environmental regulations (hazardous
materials, wastewater and stormwater), and achievement of specific standards to conserve
water and energy, prevent pollution, and recycle and conserve material resources.
Additionally, six other Bay Area counties are implementing the program, under the coordination
of ABAG (the Association of Bay Area Governments), with San Francisco, Santa Cruz,
Monterey and Sacramento Counties scheduled to kick off their programs in early 2004. Over
300 businesses have now been certified Bay Area-wide.
This annual report covers who the partners are in the Green Business Program, our goals, as
well as an evaluation of progress in achieving these goals; a budgetary report, and our revised
strategic plan and goals for the future.
GREEN BUSINESS PROGRAM PARTNERSHIP
The Green Business Program partnership is made up of virtually every public agency within the
County working to protect the environment, including those focusing on stormwater, wastewater,
air, fire, hazardous materials, reduction of solid waste and conservation of water and energy.
As partners, each of these entities provides a variety of support for the Green Business
Program:

EVALUATION oF2003 PROGRAM COALS & OBJECTIVES
In 2001, a long-term planning process by the GBP Partners yielded a strategic plan and
program goals to guide the program for the subsequent five years. Below is an evaluation of
work done in 2003 to achieve these goals.
Program goal 1.- To expand the program by increasing the number of
participating businesses, business sectors and governmental agencies.
For FY03104 we set several specific objectives for this goal. Note that the objectives were set
for the fiscal year, but that we are evaluating them instead for calendar year 2003. This is
because the partnership chose to switch the program year to a calendar year, while keeping the
budget and contributions of a fiscal year. This will allow an evaluation of progress made on
objectives at the time of budgetary requests for the upcoming fiscal year.
Objective 1: To certify 24 new businesses (not auto repair or printers).
Results: 28 new businesses were certified.
Objective 2: To certify five landscapers.
Results: Six landscapers were certified (four private and two public).
Objective 3: To certify the fleet or printing operations of two partner or public agencies.
Results: Five public agencies were certified
Objective 4: To certify seven auto repair shops and two printers.
Results: Eight auto repair shops were certified.
Objective 5: To re-certify 18 businesses.
Results: 22 businesses were recertified.

In total, we certified 36 businesses, bringing our total certified Green Businesses to 118:
• 8 auto repair shops
• 10 stores (2 Bill's Ace stores, 2 Trader Joe's, Whole Foods, El Cerrito Natural Grocery,
Starbucks, El Sobrante Florist, Hercules Lock & Key, CocoCopy in Antioch)
* Contra Costa Times's Concord facility
• 4 private landscapers
* San Ramon's Marriott Hotel and Toyota Parts Distribution Center
* 5 public operations, including fleet services for Concord and Pinole, Pittsburg Grounds &
Parks, Danville corporation yard, and the entire Mt. View San. District
• Others: Personal Financial Consultants; Milton Kalish, MFCC; Sky Power Systems (solar
paneling), J & S Equipment, and Paragon General Contractors
We had a particular focus on landscapers due to a collaboration with the Landscape
Management Outreach Project (LMOP), and stemming from the development of the Pollution
Prevention/Resource Conservation (P2/RC) Checklist for Landscapers. With the assistance of
the Contra Costa Department of Agriculture and EBMUD, we jointly co-sponsored a
"Sustainable Landscape Practices" workshop for landscapers. 40 participants from 9 landscape
companies and 4 cities participated. Additionally, we took part in Alameda County's IPM
Symposium, which was attended by staff from several Contra Costa cities. Two cities and four
landscapers were certified.
In preparation for certifying dry cleaners, a decision was made to not certify dry cleaners using
perch loroethylene or siloxocane due to their toxicity levels. A draft P2/RC has been developed
with input from throughout the region, and will be finalized for use in 2004.
Over 20 businesses were recertified A great many of them surpassed their previous efforts
with additional conservation practices. To help our Green Businesses implement even more
measures to prevent pollution and conserve resources, we issued our first newsletter to Green
Businesses, Staying Green. To be published twice each year, it provides tips on being green,
spotlights one of our Green Businesses for their success in being green, welcomes the newest
Green Businesses and covers program highlights.
Program Goal 2: To improve the visibility and marketing of the program and
of its participating businesses.
The steering committee, and its public relations committee, decided that significant marketing of
the Green Business Program should occur when a larger number of businesses, and a larger
number of businesses in different sectors, have been certified.
The program was promoted in a number of different publications: advertisements in the Sierra
Club's Yodeler newspaper and Bay Nature magazine; and articles in the Orinda News and the
Christian Science Monitor. The ads were paid for by the regional Bay Area program. We also
had radio interviews on KNEW (with Orinda Motors and Orinda Chevron) and on KNBR/KFOG
(Harriette Heibel of Central Contra Costa Sanitary District and Robin Bedell-Waite), and
attended several local fairs.

The regional advertising had a direct impact on those visiting the www.greenbiz.ca.gov website.
Prior to the advertising, there were about 500 unique visitors each month. From August through
the end of the year, when articles appeared almost monthly, there was a huge monthly increase
to between 3,000 and 6,000 visitors.
The Walnut Greek Trade Show provided additional visibility and resulted in several businesses
applying for the program. We are grateful to Central Contra Costa Sanitary District for designing
a terrific display for use at this show. In 2004 we will be attending three more trade shows
(Antioch, San Ramon and Richmond).
The regional program participated in the second annual Green f=estival in San Francisco, along
with 300 businesses and 20,000 people! Its purpose was to help promote and build
sustainability by offering companies operating in a "green" way a place to highlight their efforts.
Directories listing green Businesses throughout the Bay Area were distributed at this event.
Program Gaal 3: To effectively train and educate all Green Business
Program Partners.
In this last year the partnership thought it most important to expand their knowledge of all of the
environmental programs in the county in order to better assist businesses. Towards this end we
have dedicated a significant amount of time at our quarterly meetings to presentations on what
the partners are particularly focusing on, and exploring in depth any issues that they may be
having. The initial presentations were in the areas of water conservation and stormwater
protection.
Program Gaal 4: To create sufficient organizational capacity to successfully
operate the program.
A strength of the Green Business Program continues to be the partners themselves, and our
ability to work together effectively. The partnership itself includes 26 partners, having expanded
to include Contra Costa County Environmental Health. The steering committee was also
expanded from seven to eight members. wastewater, fire, solid waste, cities, utilities, Glean
Water Program, Hazardous Materials and Environmental Health.
The steering committee developed policies on when to certify oil change facilities, how to
recertify businesses (to not include an 18-month self certification), what conditions would
warrant a revocation of a Green Business's certification, and how to certify home businesses,
cities and multiple-site companies. They also revised the strategic plan for the program's next
three years (see below).

THREE YEAR GOALS FOR THE GREEN BUSINESS PROGRAM
In preparation for the 2004 year, the partnership used a strategic planning process to revise its
previously-set goals. These goals, with their associated outcomes, will provide the program with
both its general direction and guide the setting of specific objectives for 2004.
1. To expend the program by increasing the number of participating businesses and
business sectors, including governmental agencies.
Outcomes: This goal will be satisfactorily met when

b. Effective incentives and rewards are identified and implemented to motivate businesses
to become green.
e. Educational materials for new business sectors have been developed and distributed.
d. Inspectors regularly make referrals to the Green Business Program.

agency goals and environmental considerations.
f. The annual targeted goal is met for the number of businesses certified

a. A sufficient number of partners have joined to successfully implement the program.
b. Partners are provided program updates and program evaluations and/or annual reports.
c. Sufficient training in compliance and/or pollution prevention/resource conservation is
provided.
d. The Green Business Program is seen as a valuable asset to the partners and a means to
achieve their own environmental protection and conservation program goals.
4. To create sufficient organizational capacity to successfully operate the program.
Outcomes: This goal will be satisfactorily met when:
a. An effective organizational structure and process are in place.
b. Appropriate policies and procedures have been developed and implemented.
c. Sufficient funding from GBP partners exists to realize our goals and outcomes.
d. Partner agencies commit sufficient personnel as inspectors and auditors to successfully
certify Green Businesses.
e. Poles are clearly defined for the steering committee, its task forces and subcommittees,
and program staff.
BUDGETARY REPORT
Contributions to the Green Business Program are made on a fiscal year basis. Contra Costa
Hazardous Materials continues to provide funding for the program coordinator, with the partners
contributing $32,800 in FY02I03. This contribution funded a half-time contract employee
position ($22,000) to work directly with businesses, promoting the program and verifying the
pollution prevention part of the checklist. $300 was used for program materials. $2,800 will be
used towards the contract employee's FY03f04 salary, with the remaining $7,500 to be
dedicated to program promotion.
