SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Director of Redevelopment to execute a contract with Youth Activities Development Associate of Rodeo and Crockett (YADA), in the amount of $10,000 to provide administrative oversight and stipends for a youth newsletter project in conjunction with the Rodeo Waterfront Assessment Process, for the period May 1, 2004 through December 31, 2005. FINANCIAL IMPACT: NO General Funds are involved. The contractor will be funded through U.S. Environmental Protection Agency (EPA) grant funds. ABSENT: ABSTAIN: ATTESTED Contact: April 27, 2004 JOHN SWEETEN,AGENCY SECRETARY cc: CAO County Counsel Redevelopment Agency By. ety BACKGROUND: The Redevelopment Agency has secured funding from the US Environmental Protection Agency (EPA) and the County Community Development Block Grant Program (CDBG)to further study the scientific and economic factors associated with environmental contamination and marina siltation at the Rodeo Waterfront. The EPA grant requires a percentage of the funding be allocated to community outreach. Onecommunity outreach tools the Redevelopment Agency proposed to EPA was to create a youth newsletter that will document the revitalization effort of the Rodeo Waterfront. The intent is to provide the community with pertinent information about the assessment while providing five youth with a unique learning experience. The youth will benefit by: ❑ Researching the history of Rodeo, in particular the waterfront; ❑ Gaining knowledge about local government and revitalization processes; ❑ Understanding the environmental assessment process and the impact of contamination on the environment and humans; Enhancing their written and verbal communication skills; ❑ Applying their computer skills and graphics program skills; and ❑ Additional activities to enhance a college or job application. Additionally, each youth will receive a $1,000 in exchange for a professional product. To implement the youth newsletter, the Agency will be working with VADA, a local 501(c)(3) nonprofit dedicated to developing safe activities for youth living in Rodeo and Crockett. YADA will provide volunteers to oversee the youth's activities and act as a fiscal agent to distribute the youth's stipends. The proposed budget includes $5,000 for youth stipends and $5,000 for administration oversight. The administration oversight funds will be reinvested in the community by giving YADA the some additional resources needed to develop new youth activities for the community.
