SUBJECT: Approve application for state licensure of existing licensed first-offender DUI program
providers as multiple-offender DUI program providers.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION.
RECOMMENDATION:
DESIGNATE East County DUI, Future Solutions,Alcohol and Drug Abuse Council of Contra Costa, Inc., and
Occupational Health Services, Inc. as providers of multiple offender DUI(driving under the influence)program services, at no
additional cost to the clients.
Approve existing Contra Costa County first offender driving-under-the-influence(DUI)program providers to also be licensed by
the state as multiple offender DUI program providers.
FISCAL IMPACT:
The Health Services Department Alcohol and Other Drugs Division currently operates the Driving Under the Influence
(DUI)program in East and Central County. The program is projected to incur a deficit of$200,000 in FY 04-05. Contracting
DUI services to the private sector will save the County General Fund this deficit.
BACKGROUND:
The two existing county-operated multiple offender DUI programs have become cost prohibitive and must be closed as
part of Health Services cost reductions. The existing private first offender DUI program providers are positioned to quickly
assume county's DUI program caseload once they receive multiple-offender licensure. County clients who transfer to one of these
DUI programs shallnot incur additional costs. The existing non-county first-offender DUI program providers seeking multiple-
offender licensure are:
East County DUI, Bi-Beit Corporation, located at 500 School Street, Pittsburg, California
Future Solutions,Bi-Belt Corporation, located at 560 Lennon Lane, Suite 200
Alcohol and Drums Abuse Council of Contra Costa, Inc. (ADAC), located at 171 Mayhew Way, Suite 101, Pleasant Hill,
California,
Occupational Health Services,Inc., located at 1070 Concord Avenue, Suite 222, Concord, California.
