Recommended Action: ACCEPT the City of Brentwood's offer of loran not to exceed$7$6,000 for Phase I safety improvements on Vasco Road to install median and shoulder rumble strips; DIRECT the Public Works Director to work with the City Manager of Brentwood to formalize the loan agreement; DIRECT the Public Works Director to proceed with the environmental clearance and design for the Vasco Road Safety Improvement Project; and DIRECT the Public Works Director to continue to work with the City of Brentwood in consideration of the City's offer of an additional loan for Phase II improvements to widen or provide passing lanes on Vasco Road. Fiscallmpact. None to the General Fund. The loan from the City of Brentwood will be repaid using Local Road Funds. The Vasco Road Safety Improvement project will be funded with Local Road Funds and Measure C Funds. 111. Reasons for Recommendations and Backmund: On October 14, 2003, the Brentwood City Council authorized the City Manager to enter into a loan agreement with the County in the amount of$1.5 million dollars for safety improvements to Vasco Road within Contra Costa County. The loan terms were for 0% interest with a ten-year payback and included a six-month sunset clause to start construction that would have expired April 14, 2004. In December, the County hired a consultant(Nolte Associates, Inc.)to evaluate possible alternatives and solutions to safety issues on Vasco Road. The County and Nolte worked with the City of Brentwood staff, Caltrans, the California Highway Patrol, East Contra Costa Fire and the Vasco Road Safety Task Force to identify and evaluate alternatives. Based on the evaluation, the County is proposing to install median and shoulder rumble strips on Vasco Road for an estimated cost of$780,000. Nolte and County staff presented the recommendation to the Vasco Road Safety Task Force on March 15, 2004 and April 7, 2004 and to the Brentwood City Council on April 13, 2004 and requested to use the loan from the City to fund the improvements so they could be completed this construction season with the County's scheduled slurry seal project on Vasco Road. The Brentwood City Council approved the use of the loan for a Phase I project to install the median and shoulder rumble strips and extended sunset of the loan an additional six months.The Council also offered to loan the County an additional$500,000,making the total loan offer$2,000,000 with an eighteen month sunset clause on the balance not used for Phase 1 to fund a Phase 11 project for construction of widening and or passing lanes on Vasco Road in 2005. County staff will work with the City to identify what improvements might be able to be constructed in that timeframe with the loan offer.County staff will also evaluate the impacts of paying back such a loan on the County's transportation program and return to the Board of Supervisors and the Brentwood City Council with a recommendation.
