BACKGROUND CONTRA COSTA READS! PROGRAM The Contra Costa County Library wants to ensure that all children establish a relationship with their public library and with books by second grade. By exposing students to the library as they are learning to read, the library reinforces classroom instruction,encourages parents to use library services and promotes lifelong reading and learning. A grant from one of these foundations will provide every second grade student in the county with a library card and their own paperback book when library staff visits with each second grade class during the 2004- 2005 school year. TEEN READING PROGRAM Encouraging teens to read for pleasure and to develop the habit of life-long library use provides the opportunity for students to improve their reading comprehension and acquire the literacy skills critical for academic achievement and success in life. The Contra Costa County Library has prepared three applications for a $20,000 grant to provide prizes to teens for reading a total of 15 hours during a six-week period beginning in October 2004. A grant from one of these foundations will provide a paperback book and an additional completion prize for the 2,500 teens expected to finish the program. These appealing incentives, combined with substantial community promotion, will play an important role in attracting participants and building on the last two years' successful implementation of this new service for teens. The revenue generated by this Contract will be used to offset the cost of Contra Costa Health Plan's Advice Nurse services. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): On June 3, 2003, the Board of Supervisors approved Contract #29.780-2 with Siskyou Hospital (dba Fairchild Medical Center) for the period from June 1, 2003 through May 31, 2004, for the Contra Costa Health Plan (Health Plan)to provide Contractor's Health Plan members with telephone advice nurse services including,but not limited to, information about how to access urgent care services; authorization for emergency care; and clinical advice. Approval of this Contract will allow Contra Costa Health Plan to continue to provide advice nurse services to Siskyou Hospital, through May 31, 2005. Services Administration), to increase payment to the County by$6,684 from$272,2.36 to a new payment of$278,920,for the Ryan White Title Ill Early Intervention Planning Grant, through June 30, 2044, FISCAL IMPACT: Acceptance of this Grant Award (Amendment) will result a total of $278,920 with an increase of $6,684, from the U. S. Department of Health and Human Services (Health Resources & Services Administration)to continue primary care services to low income and uninsured individuals with HIV in`Nest Contra Costa County. No County funds are required. BACKGRCfUNI7/REASC1N(S) FOR RECO MMENDATIQN(S): West Contra Costa County has been hard hit by the AIDS epidemic with 25% of those living with AIDS residing in the City of Richmond. Unfortunately, a large percentage of those living with HIV/AIDS are of low income having to rely on Basic Adult Care (BAC) for their medical care, or forced to pay for their medical care,because they do not qualify for BAC services. Approval of this Grant Award(Amendment) #28.637.5 increases funds to the County for fiscal year 2003-2004 to allow the Health Services Department to continue to expand outpatient medical services to low income HIV positive recipients of medical services in West Contra Costa County through June 30, 2004. Three certified copies of the Board Order should be returned to the Contracts and Grants Unit. All funds are Community Development Block Grant program income generated from rehabilitation activities in the City of San Pablo and City of San Pablo Redevelopment Agency funds. BACKGROUND/REASONS FOR RECOMMENDATIONS The County Building Inspection Department administers a housing rehabilitation loan program through its Neighborhood Preservation Program (Project Agreement 03-08-HSG). The Program offers low- interest and zero-interest loans to low-income and very-low-income households who own and occupy their home. The loan recipients qualify for loan assistance under guidelines established by the U.S. Department of Housing and Urban development. The County Neighborhood Preservation Program serves homeowners who are not able to qualify for conventional loans. The Program offers financial assistance to eliminate conditions that are detrimental to health and safety, and promotes the stabilization and enhancement of older neighborhoods in order to encourage a sense of pride in the neighborhood. The funds are used for repairs such as roofing, electrical, plumbing, mechanical, termite repairs, lead paint mitigation, disabled accessibility, interior and exterior painting and other necessary deferred maintenance repairs. The County Neighborhood Preservation Program has served.<ncorporated cities of the County for many years. The Neighborhood Preservation Program currently;has contracts with the City of Antioch, Brentwood, El Cerrito, Martinez, Pinole, San Ramon and Walnut Creek. The City of San Pablo receives CDBG funds (Project Agreement 03-09-HSG) and uses its Redevelopment funds to implement their housing rehabilitatic-n loan program in their City. The City of San Pablo contacted the County in mid-March requesting their program to be transferred and administered by the County. Meetings between the City and the County have resulted in the City requesting to transfer their housing rehabilitation program to the County Building Inspection Department for administration. Using economies of scale the County Building Inspection Department can administer the rehab program efficiently. The City of San Pablo will compensate the County Building Inspection Department all of its administrative costs for the program implementation. Administration of this program will require the addition of one building inspector and one clerk to the Neighborhood Preservation Program. The Building Inspection Department will subsequently request additional staff. Agreement to Administer the City of San Pablo Housing Rehab Loan Program 2 April 27, 2004 TO: BOARD OF SUPERVISORS Contra FROM: CARLOS BALTODANO, DIRECTOR Costa BUILDING INSPECTION DEPARTMENT County DATE: April 20, 2004 SUBJECT: CONTRACT FOR STOVES FOR THE STATE OF CALIFORNIA WEATHERIZATION PROGRAM SPECIFIC REQUEST S) OR RECOMMENDATION S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: APPROVE AND AUTHORIZE the Building Inspection Director, or designee to execute a contract with Bud & Ray' s Appliance in an amount not to exceed $$5, 000 for the purchase and installation, under the auspices of the County' s Weatherization Program, of gas stoves for the period of May 1, 2004 through May 1, 2006. (100% State Weatherization Program Funds) (All Districts) FISCAL IMPACT: None. All costs will be reimbursed by the State of California Weatherization Program. BACKGROUND/REASONS FOR RECOMMENDATIONS: The Department' s goal is to utilize all the grant funds that have been made available to the County. Grant funds are provided by the State' s Energy program. Maximizing the utilization of available funds would help improve the quality of dwellings in Contra Costa County. These funds are targeted to low-income residents, in order to help lower their energy expenses . Specifically, the funds are used to install energy efficient stoves, hot water heaters, heaters, refrigerators, microwaves, florescent light bulbs, weather-stripping, attic insulation, switch and plug gaskets, and water heater blankets. In order to increase the production level and maximize utilization of these available funds, the Department decided to increase its use of outside contractors. The Department solicited bids from 19 contractors for this service, and received bids from 1 firm. Bud and Pay' s Appliance was the lowest responsible bidder. All costs are covered by fees charged to applicants. BACKGROUND/REASONS FOR RECOMMENDATIONS Darwin Myers Associates provides planning review services for land use projects. Community Development uses contract planning services to augment/decrease staff needs in relation to rises/declines in economy that affect work flow. Darwin Myers Associates has both knowledge of the County and Department land use application processing procedures. These contract services are critical in assuring that land use applications are processed in a timely fashion and to meet Department staffing needs.
