SUBJECT: Declare Vacancies On Contra Costa Commission for Women
RECOMMENDATION
DECLARE vacant At-Lame Seat#4, assigned to Doris Denson Belcher, and At-
Large Seat#1, assigned to Sharron Barone, due to their resignations, and DIRECT
the Clerk of the Board to post the vacancies, as recommended by the Contra Costa
Commission for Women.
BACKGROUND:
On March 25, 2004, the Contra Costa Commission for Women received a
resignation letter from Doris Denson Belcher, At-Large Seat#4. Attached is a copy
of Ms. Belcher's resignation letter.
Sharron Barone, At-Large Seat#1, resigned from the Contra Costa Commission for
Women. The effective date of her resignation is March 31, 2004. Attached is a copy
of Ms. Barone's letter.

Dear Members of the Board.
.This letter is to note you of my resignation from the Contra Costa Commission for
Women to be effective March 19, 2004.
It is with sadness that I tender my resignation from the Commission but my volunteer
time is very limited, I find that I must prioritize and use my time where I will be most
effective. The Commission serves East County with great fervor and my priorities are in
West County. West Contra Costa County is not well represented on the Commission and
is certainly not given much focus from the Commission.
The board needs to take a closer look at this Commission and try to assemble a group
that better represents all of Contra Costa County. African .Americans are under
represented and the present members serving are not treated as equals. In my opinion the
tenure of African Americans is short because we discover the inequities, the systematic
racism and make a decision to move on to other volunteer opportunities. The recent Hall
of Fame honorees are a perfect example of some of the inequities that I have experience
during my service on the Commission. The Hall of.Name Ad Hoc Committee was able to
make room for eleven Honorees this year but was not able to include one African
American in this group.
It is an insult to me and to my community to have the President of the NAACP, your first
African American Chair of the Commission serve and not have one African American
honored at this annual event.
I hope that you will take my comments under consideration and take some action to make
this Commission all that it should he to serve all the residents of Contra Costa County.

Dear Phyllis and Commissioners,
It is with deep regret that I must tender my resignation from the Contra Costa
Commission for Women effective March 31, 2004. I have enjoyed working with the
diverse group of women over the past twelve years—has it really been that long?!
My husband is semi-retired and we are, and will be,doing considerable traveling. As I
indicated at our last meeting, this is a Commission of volunteers who accomplish the
goals and projects of the Commission for Women. I cannot participate at every monthly
Commission or committee meeting. It is not fair for me to take up space and not help.
Someone else should be elected who can share the responsibility and activities.
I will continue my Board position on the Friends of the Contra Costa Commission for
Women. I will also attend Commission meetings when I am in town. Thank you all for
your support.
