SUBJECT: INCREASE TO THE ANNUAL BOARD AGENDA SUBSCRIPTION SERVICE FEE 6
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
1. CONDUCT public hearing on a proposed increase to the annual fee for the Board of
Supervisors Agenda subscription service from the current rate of$33 per year to a
new rate of$48 per year.
2. RECEIVE oral and written testimony regarding the proposed increase.
3. CLOSE hearing and CONSIDER proposed findings (Page 3).
4. ADOPT findings and APPROVE fee increase
FISCAL IMPACT:
The increased fee is expected to generate an additional $570 in revenue.
REASONS FOR RECOMMENDATION/BACKGROUND:
Government Code section 54954.1 and the County's Better Government Ordinance provide
authority for the Board of Supervisors to establish a fee to allow the County to recover the
direct costs associated with assembling, copying, and mailing documents to the order of a
requester.
Since 1988, the annual subscription service for the Board's weekly agenda has been $33.
The subscription service is in accordance with Board policy, which allows news media and
certain public agencies to receive the agenda at no charge. Board agendas are also
available at no charge to those who wish to pick them up in person at the Supervisors' offices

and the Office of the Clerk of the Board. Additionally, copies of the Weekly Board Agenda are
also available for public inspection at each County Library location. In addition to paper
copies of the Board Agenda, technological advances have enabled the County, since 1999,
to provide electronic access to the Board agenda via the Internet and electronic mail at no
charge.
In 2003, the Clerk of the Board had 38 subscribers to the hard copy Board Agenda service.
Since 1988, the direct costs of providing the hard copy subscription service have increased
by approximately 45%. To enable the County to recover the actual cost of providing the
subscription service, it is recommended that the Board of Supervisors increase the annual
subscription fee to $48.

1. That the amounts expressed in the County Administrator's report filet!
on April 9, 2004 are correct;
2. That notice as required by law was given on the public hearing of April
20, 2004 on the County Administrator's report;
. That the County Administrator's report is hereby adopted and the
proposed fee of$48.00 does not exceed actual costs to Contra Costa County for
assembling, copying, and mailing the weekly Board of Supervisors meeting
agendas to the order of requesters.
