SUBJECT: County Afterschool 4 All Collaborative After School Program Update
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(SI:
CONSIDER the update of the activities and accomplishment of the County Afterschool 4 All Collaborative After
School Program.
CONSIDER unanimous recommendation of Afterschool 4 All Collaborative's participating school districts that
the Board of Supervisor's include discussions regarding allocation of appropriate funding to develop an after
school program sustainability plan during the Board's deliberation on the fiscal year 2004-2005 budget.
BACKGROUND REASONS FOR RECOMMENDATION(S):
The Contra Costa County Afterschool 4 All Collaborative After School Program was formed through the
leadership of the Contra Costa Board of Supervisor spearheaded by an Ad Hoc Committee of Supervisor John
Viola and Supervisor Mark DeSaulnier. This was in response to the need to expand and upgrade the quality
of the County's after school system.
The Board of Supervisors unanimously endorsed this Collaborative and emphasized its commitment by
authorizing the use of TANF Incentive funding from the County Department of Employment and Human
Services in support of low income families and safe after school care for vulnerable children. The
Collaborative has Successfully applied for Before and After School Learning and Safe Neighborhoods
Partnership funding which initially provided services at ten elementary and middle schools in the four school
districts of:
1) Antioch
2) Mount Diablo
3) Pittsburg
4) idlest Centra Costa
Recent applications to the California Department of Education's 21"Century Community Learning Centers
Office have been successful and have extended the partnership of the collaborative to include the school
districts of:
1) Jahn Swett
2) Martinez

Beyond the political and fiscal benefits of the countywide Collaborative there are many other pragmatic
benefits to participating districts and schools, which include:
• Sharing of best practices and effective strategies that are being used at different sites and in
different districts.
• Sharing of resources such as staff development, materials, and community assets [e.g., agencies,
museums, etc. who can be utilized across multiple districts]
• Political and economic negotiating clout.
• Common evaluation across the districts that yields a countrywide report on the efficacy of the
program and raises the profile and credibility of the work.
• Connection to the larger system of school-linked services and integrated services countywide.
• A long-term commitment by the Board of Supervisor to leverage funding and sustain "what works"
in the county.
• Foster youth development, leadership skills and appreciation of cultural and ethic diversity.
The Afterschool 4 All Collaborative After School Program has been successful in bringing together six school
districts that are operating comprehensive after school programs. However, in order to "strengthen,
institutionalize and sustain" this work, it is necessary to build infrastructure, institute quality
assurance/systems, leverage additional funding and build capital regarding the importance of out-of-school-
time programs, a sustainable action plan must be designed and developed.
At this time staffing for the Afterschool 4 All Collaborative After School Program has been primarily voluntary
through the participating school districts and the County Administrator's Office. To bring the collaborative to a
sustained level will require marketing, public relations and fund development, items which the Afterschool 4 All
Collaborative members feel that is best handled by a contractor coordinator. Consideration of funding this
position for approximately$70,000 is asked of the Board as it begins budget deliberation for fiscal year 2004-
2005
This update reviews the activities and accomplishments of the Afterschool 4 All Collaborative After School
Program and provides information about the directions, projects and upcoming strategies.
