1. Recommended Action:
APPROVE and AUTHORIZE the recommendation of the Public Works Director for allocating the
Transportation Development Act, Article 3 Funds for bicycle and pedestrian projects for Fiscal
Year 2004/2005 and DIRECT the Public Works Director to forward the list to the Metropolitan
Transportation Commission for final approval and allocation of funding effective July 1, 2004.

Ill. Reasons for Recommendations and Background:
In 1978, a procedure was recommended by the Mayors Conference and adopted by the County
Board of Supervisors to ensure countywide consensus in allocating the Transportation
Development Act (TDA), Article 3 funds for bicycle and pedestrian projects. In 1991, the
Metropolitan Transportation Commission (MTC) required TDA applicants to have the proposed
projects reviewed by a city or countywide bicycle advisory committee. The cities and the County
were solicited for projects in November 2003. The proposed projects were reviewed by a city's
bicycle advisory committee or by the Countywide Bicycle Advisory Committee (CBAC) in
December and their input was incorporated into the final applications submitted at the end of
January 2004.
We estimated an original bid target of $400,000 in funding from MTC. In March 2004, MTC
notified the County that$883,528 was available in new funds and carryover from expired projects.
Fifteen applications were submitted totaling$1,225,458. The proposed projects were reviewed by
a committee made up of the City County Engineering Advisory Committee's TDA Subcommittee
and a CBAC Subcommittee. The Field Review Committee developed a recommendation on
funding. The TDA Subcommittee forwarded the recommendation to the City County Engineering
Advisory Committee (CCEAC) for their consideration and approval.
The CCEAC approved the funding recommendation at their March 12, 2004 meeting and
forwarded it to the Mayors Conference. The Mayors Conference heard and approved the
recommendation at their April 1, 2004 meeting. CCEAC now requests that the Board of
Supervisors approve the following funding recommendation for the 2004/2005 TDA, Article 3
funds and forward it to MTC for final approval and funding allocation.

The Field Review Committee offers the following reasoning for the recommendation:
1. Bicycle Safety Education Program Amount Requested: $20,000

The Subcommittee is supportive of the efforts of this program and recommends fully
funding the requested amount for this project.
2. Study for Pedestrian Bicycle and Amount Requested: $25,500
Handicapped Travel on City Streets
Project Sponsor: qtty of El Cerrito Recommended Funding Level: $25,500
The Subcommittee is supportive of the city's efforts to study pedestrian, bicycle, and
disabled access within the city and recommends fully funding the requested amount for
this project.
3. Hidden Lakes Park Bridge Replacement Amount Requested: $90,000
Pro"ect Sponsor: City of Martinez Recommended Funding Level: $90,000
The Subcommittee is supportive of this partnership project with Central Contra Costa
Sanitary District and recommends fully funding the requested amount for this project.
4. San Pablo Dam Road Sidewalk Amount Requested: $201,000
Project Sponsor: County Recommended Funding Level: $201,000
The Subcommittee is supportive of this project to close the current gap in the sidewalk
along San Pablo Clam Road to provide safe access to neighborhood schools. The
Subcommittee recommends fully funding the requested amount for this project.
5. Crosswalk Lighting on Rumrill Blvd. Amount Requested: $45,100
Pro`ect Sponsor: Cit of San Pablo Recommended Funding Level: $45,100
The Subcommittee is supportive of this project. The accident history provided
compelling justification for the need for these improvements. The Subcommittee
recommends fully funding the requested amount for this project.
6. richmond Greenway Bicycle Path Amount Requested: $50,000
Project Sponsor: City of Richmond Recommended Funding, Level: $0
The Subcommittee is supportive of this project. The design and construction cost
estimates total $3,700,000. The amount requested from this grant is a small percentage
of the overall project. The Subcommittee feels there are other project applications that
are more reliant on this grant funding. The Subcommittee recommends no funding for
this project.

7. Lamorinda Trail Signage Project Amount Requested: $23,500

The Subcommittee is supportive of this multi-jurisdictional project to create signage for
the 16-mile Lamorinda Trail and recommends fully funding the requested amount for this
project.
8. Happy Valley Goad Walkway Gap Amount Requested: $58,500

Project Sponsor: City of Lafayette Recommended Funding Level: $10,000
The Subcommittee observed the need for improvements in this area; however, they
recommend further analysis to limit the parking and enhance student drop-off on the
school side of the street to minimize students crossing the street in this area. The
Subcommittee recommends partial funding for this project in the amount of$10,000 to
fund only the construction of the proposed path on the opposite side of the street from
the school. The proposed path will connect the existing path to the crosswalk.
9. Buena Vista Avenue Pedestrian Amount Requested: $95,000
Improvements
Project Sponsor: City of Walnut Creek Recommended Funding Level: $95,000
The Subcommittee is supportive of this project to enhance pedestrian facilities to provide
safe access from the surrounding neighborhoods to Buena Vista Elementary School.
The Subcommittee recommends fully funding the requested amount for this project.
10. Detroit Avenue Sidewalk Improvements Amount Requested: $45,000
Project Sponsor: City of Concord Recommended Funding Level: $45,000
The Subcommittee is supportive of this project to provide improved pedestrian facilities
along Detroit Avenue and recommends fully funding the requested amount for this
project.
11. Pacifica Avenue AC Path/Curb Ramps Amount Requested: $191,000
Project Sponsor: County_ Recommended Fundin Level: $158,928
The Subcommittee is supportive of this project to provide pedestrian improvements to
provide safe access to Rio Vista School, but felt that other funds should be used to
construct the proposed 600-foot storm drain system. The Subcommittee recommends
partial funding for this project in the amount of$158,928 to fund the construction of the
asphalt path and curb ramps.
12. Stoneman Avenue Class 11 Bicycle Amount Requested: $52,000

The Subcommittee is supportive of this project to provide a class 11 bicycle facility to
connect with other bicycle facilities in this area and recommends fully funding the
requested amount for this project.

13. Pedestrian and Bicycle Safety Amount Requested: $223,368
Improvements
Project Sponsor:_Ci of Antioch Recommended Funding Level: $80,000
The Subcommittee is supportive of this project to provide safety improvements at
selected intersections for pedestrians and bicyclists. Based on the city's interpretation of
the CBAC's initial field review comments, the replacement of 29 additional curb ramps
was added to the project. The Subcommittee recommends partial funding of the final
requested amount in the amount of$80,400 to fund the construction of the
improvements at the three selected intersections.
14. Minnesota Avenue Bicycle/Pedestrian Amount Requested: $31,500

The Subcommittee is supportive of this project to provide a lighted crosswalk and
flashing beacons at the mid-block crosswalk in front of Bristow Middle School and
recommends fully funding the requested amount for this project.
15. Bethel Island Sidewalk Project Amount Requested: $69,000
Pro ect Sponsor. County Recommended Funding Level: $0
The Subcommittee is supportive of this project, but felt that a lower cost alternative may
exist to enhance pedestrian access in this area. The Subcommittee recommends no
funding for this project.
