SUBJECT: Marine Patrol Grant
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to apply to the State of California for a
grant on behalf of the County, and AUTHORIZE the Chairman of the Board of Supervisors to
sign the Agreement for Financial Assistance Program on behalf of the County.
AUTHORIZE the Sheriff, or designee, to sign a contract on behalf of the County to accept
funding in an amount not to exceed $379,713, for the period of July 1, 2004 though June 30,
2005. These funds will be used to support Marine Patrol services in the County.
II. FINANCIAL IMPACT:
NONE. The Office of the Sheriff receives similar funding on an annual basis from the
Department of Boating and Waterways that is built into the baseline budget.
Ill. BACKGROUND:
The State of California Department of Boating and Waterways has provided funding to maintain
the service level of the Marine Patrol Unit on the Delta Waterways. The funding provides the
the ability for more vigilant enforcement of boating regulations and in the identification of derelict
boats and navigational hazards for removal.
IV. CONSEQUENCE OF NEGATIVE ACTION:
Failure to secure state funding will result in either a reduction in Marine Patrol services or an
increase in County costs to maintain existing service levels.

Boating Safety and Enforcement Financial Aid Program Contract
This contract, entered into this 20t' day of April , 2000, by and between the
CALIFORNIA DEPARTMENT OF BOATING AND WATERWAYS,hereinafter called
"Department," and the COUNTY OF CONTRA COSTA, hereinafter called "Agency";
WITNESSETH
WHEREAS, Contingent on approval of the Fiscal Year 2004-20015 budget, the Department
intends to contract with Agency for the purpose of performing boating safety and enforcement
activities as described in Title 14, California Code of Regulations Section 6593.3; and
WHEREAS, Agency is equipped, staffed and prepared to provide such services on the terms
and conditions set forth in this contract and in accordance with Title 14, California Code of
Regulations Section 6593 et seq.; and
WHEREAS, pursuant to Title 14, California Code of Regulations Section 6593.6,Department
shall enter into an annual contract with each participating agency;
NOW,THEREFORE, it is mutually agreed as follows:
L Applicable Law
Agency shall observe and comply with all applicable federal, state, and county statutes,
ordinances, regulations, directives, and laws, including, but not limited to,Harbors and
Navigation Code Section 663.7 and Section 6593 et seq. of Title 14, California Code of
Regulations, as amended and attached hereto and incorporated by reference as
Attachment I. Contract shall be deemed to be executed within the State of California and
construed and governed by the laws of the State of California.
II. Description of Services
Agency shall conduct boating safety and enforcement activities in the jurisdiction of the
Agency in consideration of the payments hereinafter set forth.
IIi. Payments
A. Maximum Amount. The amount the Department shall be obligated to pay for
services rendered under this contract shall not exceed$379,713.O0, for the contract
term in full consideration of Agency's performance of the services described in this
contract.
B. Rate of Payment. The Department shall reimburse Agency in accordance with the
reimbursement procedures set forth in Title 14, California Code of Regulations
Section 6593.9.

C. Submission of Claims. Agency shall submit claims for reimbursement to the
.Department contact person identified in paragraph V of this contract on a—monthly

D. Failure to Submit Claims. Claims for reimbursement shall be submitted within 60
clays following the last day of the reporting period. Pursuant to Title 14, California
Code of Regulations 6593.9 (i), the Department may reduce an Agency's allocation
by five percent if the Agency exceeds the sixty-day billing period and an additional
five percent for every thirty-day period thereafter that the Agency is late in filing a
claim.
IV. Records
Agency shall maintain records pursuant to Section 6593.10 of Title 14, California Code
of Regulations.
V. Notice
.Notice shall be in writing and shall be deemed to have been served when it is deposited
in the United States mail, first class postage prepaid, and addressed as follows:

Either party may change the address to which subsequent notice and/or other
communication can be sent by giving written notice designating a change of address to
the other party.
VI. Term
This agreement shall be for the term beginning July 1, 2004, and ending June 30, 2005.
VII. Prior Agreements
All prior contracts regarding this subject matter between Department and Agency are
hereby terminated effective June 30 prior to the term beginning date of this contract.
VIII. Amendment
No amendment or variation of the terms of this contract shall be valid unless made in
writing and signed by the parties hereto.
IX. Termination
Agency may terminate this contract without cause in writing at any time. Department
may terminate this contract without cause upon a sixty(60)days written notice served
upon the Agency.

X. Special Provisions
A. Agency hereby certifies that the obligations created by this contract do not violate
the provisions of Sections 1090 to 1096 of the Government Code.
B. This contract shall have no farce or effect until signed by the Department,
Agency, and approved by the Department of General Services Legal Department, if
required.
C. Agency shall continue with the responsibilities of this contract during any dispute.

RECOMMENDATION (SI:
APPROVE and AUTHORIZE the Community Services Director or designee to
execute and submit State Standard Agreement#04C-1509 (County#39-300-12) with
the California Department of Community Services and Development in the maximum
reimbursable amount of $123,404 to provide weatherization services to low income
Contra Costa County residents for the period from April 1, 2004 through January 31,
2005.
FINANCIAL IMPACT:
This Contract is federally funded through the California Department of Community
Services and Development and is included in the Community Services Department's
budget for FY 2004-05. There is no net County cost to this contract.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The 2004-05 Department of Energy Weatherization Assistance Program for Low-
Income Persons, as funded through the California Department of Community
Services and Development, will provide home weatherization services to program
eligible Contra Costa County residents.
Approval of this contract will provide weatherization services for low-income
households through January 31, 2005

Approve and authorize the Health Services Director, or his designee(Milt Camhi), to execute on behalf
of the County, Contract #29-771-8 with the Partnership Health Plan of California, to pay Contra Costa
County a minimum amount of $95,200, for the Contra Costa. Health Plan to provide Advice Furse
Services to members of the Partnership Health Plan of California, for the period from.February 1, 2004
through February 28,2005.
FISCAL I1tN I!AC.T:
Contractor Will pay County a minimum amount of$95,200 for provision by the Contra Costa Health
Plan of Advice Nurse Services. The revenue generated by this Contract will be used to offset the cost of
Contra Costa Health Plan's Advice Nurse services.
On January 7, 2003, the Board of Supervisors approved Contract #29-771-7 with Partnership Health
Plan of California, for the period from February 1, 2003 through January 31, 2004, to provide the
Partnership's Health flan members with telephone services from Contra Costa Health Plan's Advice
Nurses including: information about how to access urgent care services; authorization for emergency
services, and clinical advice. The Partnership Health Plan of California is the entity which oversees
Solana,County's Medi-Cal Managed Care program.
Approval of this Contract #29-771-8 will allow Contra Costa Health Plan to continue providing after
hours Advice Nurse services to members of the Partnership Health Plan of California, through February
28,2005.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf of the County, Contract#28-706-2 with Public Health Foundation Enterprises,
Inc., to pay the County an amount not to exceed $44,928,for food testing services provided by the
Department's Public Health Laboratory,for the period from December 34,2403 through December
29,2404.
FISCAL: IMPACT:
Funded by a CDC cooperative agreement with the Emerging Infections Program at the California
Department of Health Services and the Public Health Foundation Enterprises,Inc. No County cost is
included.
BACKGROUNDIREASON(SA FOR RECOMMENIIATIONN:
On May 20, 2443, the Board of Supervisors approved Contract#28-706-1 with the Public Health
Foundation Enterprises, Inc., for microbiological testing, by the Department's Public Health
Laboratory,for the presence of Salmonella and Campylobacter from the meat and poultry food supply
in Contra Costa County.
This project is needed to determine the prevalence of antimicrobial resistance among Salmonella and
Campylobacter from the meat and poultry food supply in Contra Costa County, Alameda, and San
Francisco areas. This data may be used to develop intervention programs to stun the high prevalence
of antimicrobial resistance, if detected.
Approval of Contract #28-706-2, will allow the Public Health Foundation Enterprises, Inc., to
continue to pay the County on a fee for service basis for laboratory microbiological testing services,
including, but not limited to, personnel time, supplies, and food samples utilized in the testing,
through December 29,2004.

Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute, on
behalf of the County, Standard Agreement Amendment #24.760.12 with the State Department of
Rehabilitation,effective January 1, 2004 to increase the payment Limit by$209,065 from$230,626 to a
new Payment Limit of$439,691 with no change to the original term through June 30, 2006,
FISCAL IMPACT:
Approval of this Agreement Amendment by the State Department of Rehabilitation will provide
addition$239,065 of funding for the Fiscal Year 2003/04. Funding beyond this fiscal year is contingent
upon the availability of appropriated funds by the Legislature for this program. No County funds are
required.
BACKGROL'NDAREASON(S) FOR RECOMMENDATIONN:
On September 9, 2003, the Board of Supervisors approved Standard Agreement#24.76041 with the
State Department of Rehabilitation, for the period from July 1, 2003 through June 30, 2006, for
vocational rehabilitation services for the psychiatrically disabled.
Approval of this Standard Agreement Amendment #24-760,12 will allow the County to provide
additional services to clients participating in comprehensive rehabilitation plans that provide job skills
development,career counseling,coaching in job application skills,job development and placement,and
follow-up services through June 30, 2006.
Nine certified and sealed copies of this Board Order should be returned to the Contracts and Grants
Unit for submission to the State Department of Rehabilitation. The State requires that all nine copies
have original signatures attesting to Board approval.
