RECOMMENDATION:
Adopt Resolution proclaiming May 14, 2004 as Family Economic Security Partnership Day.
BACKGROUND:
Contra Costa's Family Economic Security Partnership is sponsored by Contra Costa Health
Services, Contra Costa Employment & Human Services Department, United Way of the Bay Area,
First 5 ContraCosta, the Internal Revenue Service and RichmondWORKSICity of Richmond. The
Partnership is a public, private and non--profit collaboration designed to increase the income and
build the assets of Contra Costa's low-income families and individuals. These sponsors launched
Earn It! Keep 'It! Save It! Contra Costa, which provided 13 sites located throughout the county where
over 180 volunteers provided free assistance in the preparation of tax returns to low-income
individuals and families.
On May 14, 2004, Contra Costa's Family Economic Security Partnership will recognize the efforts of
these volunteers during a celebration at the Willow Pass Community Center in Concord.

Family Economic Security Partnership Day ) Resolution No.2004/158
WHEREAS,the Family Economic Security Partnership is a collaborative of private,public and non-profit
organizations working to increase the incomes and build the assets of low income families and individuals in
Contra Costa County;and
WHEREAS,the 2004 Earn It! Keep It! Save It! Contra Costa campaign was launched by the Family
Economic Security Partnership to help low income Contra Costans claim federal and state tax credits due to them;
and
WHEREAS,Partnership organizations ran thirteen Volunteer Income Tax Assistance(VITA)sites located
throughout Contra Costa during the 2004 tax season;and
WHEREAS,the VITA sites depended on 180 volunteer greeters, screeners,tax preparers and language
interpreters to assist individuals with their taxes; and
WHEREAS,the VITA sites depended on capable,creative site coordinators to operate effectively; and
WHEREAS,the VITA sites also depended on the members of the Family Economic Security Partnership to
support the sites by doing marketing and outreach,volunteer recruitment,volunteer training,site coordination,asset
building,evaluation, fund raising and overall coordination; and
WHEREAS,the Family Economic Security Partnership will host a celebration on May 14,2004 where it
will announce the number of individuals assisted and the amount of money claimed in tax refunds;
NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Contra Costa County does
hereby declare May 14,2004 as Family Economic Security Partnership Day in appreciation of all the volunteers,
non-profit organizations,County programs and private entities that pooled their resources and skills to organize and
operate the 2004 Earn It! Keep It! Save It! Contra Costa campaign.
