FISCAL 1~1 pAm This Contract is funded 25% by Federal Medi-Cal Revenues, 25% by State EPSDT funds, and 50% Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This EPSDT program supports the following Board of Supervisors' community outcomes: ,'Children Ready For and Succeeding in School"; °°Families that are Safe, Stable, and Nurturing"; and 'Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development, as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at discharge to a lower level of care. BACKGRC1T.Ji'+DIREASQN(S)FOR ftcommENDATI©N(S): This Contractor has been providing intensive day treatment for mentally and emotionally disturbed children and adolescents for many years. The program maintains an ongoing census of approximately 47 youth for the County and serves approximately 70 minors per year. Under Contract #74®224 La Cheim School, Inc will provide a school-based half-day intensive day treatment program, mental health services, and medication support to SED children and adolescents through June 30, 2004. Wigand,LCSW,Mental Health Director SUBJECT: REQUEST FOR.RETROACTIVE APPROVAL FOR. CONTRACT—La.Cheirn School,Inc Contract: New STATEMENT OF NEED FOR RETROACTTVE APPIZC►VAL The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a program to provide Mental Health Services to youth and families to children 0-18 years of age. This program provides mental health services in a non public school for Sefiously Emotionally Disturbed children and adolescents who are eligible for A.B3632. La Cheim has been providing Residential and Day Treatment services to Contra Costa County children and youth under one Contract number 24-133,and the+02/03 contract had a six-month extension. It was decided that the 2003/2004 contract should be separated into two contracts: Residential,a cost-based contract in Richmond;and Tray Treatment,a fee-for service contract in Pleasant Hill. In May of 2003 Lease Management advised Mental Health that La Cheim was four months in arrears on their rent payment for the Pleasant Hill facility where the Day Treatment services were ging delivered,and an eviction notice was sent to them. In November La Cheim paid the rent,and the eviction notice was rescind. Prolonged negotiations following this fiscal episode did not allow for the contract to proceed before December 3 I"when the six-month extension expired. BEI OF MM COSTA COUNT-Y: Approval of this retroactive contract amendment will allow for the Contractor to continue to provide day treatment services to eligible AB3632 clients who are part of the certified class mandated to receive them. AUTHORIZATION OF SERVICES: Those services were requested/authorized by the Children's Program Chief who is granted this authority by the Mental Health Director,pursuant to the California Welfne and Institutions Code, under the Bronzon-McCorquodale Act, 'W&I Section 5608. FXSCAL IMACT: Enterprise I budget . Cost to the County depends upon utilization. As appropriate, patients and/or third party payors will be billed for services . REASONS FOR_RE ENDATIONS/B,A.CKCROUND: On September 17, 2002, the County Board of Supervisors approved Contract #26-450 with Pri-Med Healthcare, Inc. , for the period from September 1, 2002 through August 31, 2003 , to temporary physician (psychiatry) locum tenens services to assist the Department during peak work loads, temporary absences and emergency situation, with a payment limit of $150, 000 . It was the intent of the Department to continue contracting with Pri- Med Healthcare Inc . for temporary physician services, but due to a lengthy negotiation process between the parties, a renewal Contract was never executed. Services were requested and provided by the Contractor in good faith through the end of October 31, 2003 with an outstanding balance, awed to Contractor, in the amount of $6 , 716 . 25 . The Department is requesting that the amount due to the Contractor be paid. This can be accomplished by the Board of Supervisors ratifying the actions of the County employees in obtaining provisions of a value in excess of the contract payment limit . This will create a valid obligation on the part of the County, retroactively authorizing all payment's made by the Auditor-Controller up to now, and authorizing payment of the balance. Specific Request(S)or Recommendation (S)& Background and Justification RECOMMENDATION (S): APPROVE and AUTHORIZE the General Services Director or designee to execute a contract with Guardian Security Agency in the amount of $240,000 for the provision of contracted security guard services for the Community Services Department's childcare sites for the period from January 1, 2004 through December 31, 2004. FINANCIAL IMPACT: This contract is funded through program portions of State and Federal grants. Funding is included in the Community Services Department's FY 2003-04 Budget. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/BACKGROUND: Contractor, in good faith, has continued to provide security guard services to the Community Services Department beginning January 1, 2004. Services will continue through December 31, 2004.
