SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director to execute on behalf of the County, Contract
#22-828-4 with Lewis G. Pascalli, Jr., a self-employed individual, in an, amount not to exceed
$64,000, to act as Director of County's Hazardous Materials Programs and assist the Department
with recruitment and transition of a new Hazardous Materials Program Director, for the period
from April 1, 2004 through March 31, 2005.
FISCAL IMPACT:
This Contract is funded 100% by County funds and industry fees.

On October 7, 2003, the Board of Supervisors approved Contract #22-828-3 with Lewis G.
Pascalli, Jr., to direct, manage, and administer the Hazardous Materials programs under the
general direction of the Health Services Director with regard to the Hazardous Materials Programs,
including,but not limited to managing subordinate supervisors and professional/technical staff, and
provide technical guidance and training to staff, through March 31, 2004.
Approval of Contract#22-828-4 will allow the Contractor to continue to provide these services and
provide recruitment and training of a new Hazardous Materials Director once selected, through
March 31, 2005.

execute on behalf of the County, Contract #22-860-1 with Planned Parenthood: Shasta—Diablo,
Inc., a non-profit corporation, in an amount not to exceed $58,333, to provide health education and
management services for uninsured women for the period from September 1, 2003 through August
30,2004.
FISCAL IMPACT:
Funding for this Contract is provided by Health Resources and Services Administration (HRSA)
Community Access Program(CAP)Grant. No County funds are required.

This Community Access Program provides healthcare assistance to uninsured low income
residents of Contra Costa County who are not eligible for other health coverage programs
including Medi-Cal,Health Families and Medicare.
On January 7,2003,the Board of Supervisors approved Contract#22-860 with Planned Parenthood:
Shasta—Diablo, Inc. for the period from September 1, 2002 through August-31, 2003, for the
provision of health education and management services for uninsured patients at its State-certified
facilities located in Antioch and Concord.
Approval of Contract #22-860-1 will allow the Contractor to continue providing services through
August 30,2004,

1. Contra Costa Health Services has received an award from the wealth Resources and
Services Administration (HRSA)to fund the third year of the Community Access program.
2. A key component of this program entails continued subcontracts with three community
clinics. 1 agreed with the directors of the respective clinic to fund the clinics' CAP grant
activities, contingent upon third year funding.
3. Planned Parenthood is one of the participating community clinics. 1 ask that you approve
this request that will result in a retroactive implementation of this contract.

execute on behalf of the County, Contract #22-594 with Childcare Careers, a corporation, in an
amount not to exceed $35,000, for the period from April 1, 2004 through March 31, 2005, to
provide temporary help services to the George Miller Centers.
FISCAL IMPACT:
This Contract is funded by 90% State funds and 10% County funds.
BACKGItULTNDIREASON(S) FOR RFCQMMENDAT10N(S):
Under Contract#22-894, the Contractor will provide qualified teachers for George Miller Centers
to provide coverage during temporary staff absences, vacations and vacant positions, for the period
from April 1, 2004 through March 31, 2005.
