The cost of dependency case services is reimbursed 100% by the Superior Court under California Rules of Court, rule 810, which identifies the cost eligible for the Trail Court Funding Program. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): Attorneys assigned to represent minors in dependency cases are obligated by state law to visit the minor clients in the homes and placement settings at least once every 6 months. Such "home visits" may also entail consultations with families or other professionals such as social workers, teachers and psychologists. The home/school visits provide information from and consultation with the minor child that, in turn, form the basis for advocacy on behalf of the dependentchildren clients in W & 1 300 proceedings. Dependency Case Assistants (DCA) work with, and under the supervision of, attorneys in the Public Defender's Office assigned to handle Welfare and Institutions Code Section 300 cases for minors in Juvenile Court. The tasks of the DCA often require work on weekends and in the evenings and sometimes at locations that require lengthy automobile trips. Given the alternative and irregular work schedules required, as well as other work experience characteristics of the DCAs, recruitment, retention and payment as contract employees works best for the Department. Hopefully, too, in the best interests of continuity in their interaction with younger minors, a bond of trust will be established with these clients. FISCAL IMPACT None. The cost is covered by revenue received from Recycling Market Development Zone Incentive Funds provided by the California Integrated Waste Management Board. BACKGROUND/REASONS FOR. RECOMMENDATIONS The Community Development Department has contracted with Science Applications Intl Corp. since May 1, 2002 for Recycling Market Development Outreach services. This contract amendment would allow the services to continue through December 31, 2004, for assistance being provided to companies to enable further recycling market development efforts, and does not increase the contract total of$27,983. The proposals were reviewed by public agency staff from the County (Public Works, Community Development), City of Walnut Creek, City of Concord and the East Bay Regional Park District. The aforementioned staff people also interviewed RFP respondents. BACKGROUND/REASONS FOR RECOMMENDATIONS On December 22,2003, the Building Inspection Department declared the property at 5670 Delta Rd, Knightsen, a public nuisance and posted a Notice and Order to Abate C.C.C. Ordinance § 14-6.410. The property has a substandard warehouse and bungalow, numerous derelict and non-operable vehicles, commercial equipment, trailers, building materials, concrete riprap and garbage that must be removed. The property owner did not appeal. On February 18, 2004, the Building Inspection Department solicited bids from thirty-four (34) contractors to perform the abatement and received bids from four (4) contractors. Delta Scrap & Salvage was the lowest responsible bidder. Delta Scrap & Salvage is a small and local business.
