BACKGROUND: The Employment and Human Services Department(EHSD) is requesting authority to apply for permission to utilize the federal funding in the amount of 5138,394 remaining from the first and second year's grant funding cycle in the final grant year. The current rollover budget reflects $218,254 in unobligated federal and matching funds from the second year's PACT funding cycle: Federal Share - $1.38,394.67 Non-Federal Share - $79,859.03 EHSD is required by the funding agency to submit an accounting for projected expenditure of the rollover funds ending in September 2004. 1)1211 tion of!In laimed penses Though the PACT program was funded in October of 2001, the full PACT team could not be assembled until April of 2002. Full explanation for this delay was given in the first semi-annual progress report to the funder. The reasons were delays in hiring of the program staff and of the final sign-off with two of the sub-contractors. The first year's spending did not reflect an entire fiscal year and created a rollover of$198,214.24. The second year of the program had all staff on board,but staff hours were not increased and the program continued to budget at the original amounts,thus continuing the rollover to the present amount.
