The Board has considered the report of the Community Services Director to the County Administrator which advises that the Head Start program has been designed and funded generally to operate on a nine (9) month schedule and that most positions were budgetedin the 2004 Head Start work plan to stop work daring the month of May, 2004. 2. The Board has considered the impact of limited funding and the staffing necessary for the efficiency of County government operations and has considered the staff retention plans submitted by the Community Services Department for the Head Start program under its jurisdiction. 3, in order to keep expenditures within available funding or to beep staffing at the level necessary for efficient operations, it is necessary to abolish the positions described in Attachment "A-'I" on the dates indicated for reasons of economy, lack of funds or because the necessity for the position(s) involved no longer exists and to lay off employees accordingly, In addition, positions required to support the Head Start program in August and September will be re-established. The positions shown on Attachment "A" are to be abolished and re-established on the dates indicated. 4. The Community Services Director, in which department such positions are abolished, shall issue layoff or displacement notices, as the case may be, and give notice to affected employees of the Board's action. 5. Layoff of One (I f Retirement Accounting Specialist I SPECIFIC REQUEST S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: RATIFY the Contra Costa County Employee Retirement Association (CCCERA) Board or designee's action to abolish one Retirement Accounting Specialist I position and lay off one Retirement Accounting Specialist I due to a reduction of workload in the Retirement Office. BACKGROUND: Retirement Accounting Specialist 1, class code JDWC, position 11512, was filled on February 19, 2002. The existing workload at the time warranted an additional position. On January 31, 2003, the sale of Deutsche Bank Global Security Services to State Street Corporation was completed. Effective June 1, 2003, CCCERA's monthly investment reporting was transitioned from Deutsche Bank's to State Street format. This caused a streamlining of duties and a significant reduction in workload. These changes resulted in the need to lay off one (1) Retirement Accounting Specialist I and the abolishment of said position. At the CCCERA's Board of Retirement Meeting on May 19, 2004, the Board of Retirement took action and communicated to the Board of Supervisors the 1) confirmation of authority delegated to the Retirement Administrator, including the "authority to carry out all personnel actions as to officers and employees who report directly or indirectly to the Administrator, as is required for the proper management of CCCERX (Attachment 1), and 2) the abolishment of one Retirement Accounting Specialist I position and layoff of one Retirement Accounting Specialist I (Attachment 2). Contra Costa County Employees Retirement Board((1997)60 Cal.AppAth 89), to appoint, promote and discharge the officers and employees who work as staff of the ContraCosta County Employees' Retirement Association. The Board of Retirement has delegated to the'Retirement Administrator, however, the authority to carry out all personnel actions as to officers and employees who report directly or indirectly to the Administrator, as is required for the proper management of CCCERA.
