BACKGROUND: The Contra Costa Mosquito & Vector Control District was established in 1986 through the consolidation of two such districts, to provide Countywide public health services through the control of mosquitoes, rats, skunks, yellowjackets and other vectors. The boundaries of the current District are all of Contra Costa County. Of the 22 members of the Board of Trustees, the Board of Supervisors appoints three to represent the unincorporated area. The Internal Operations Committee screens the nominations for the three County seats. The Internal Operations Committee approved the nomination to re-appoint Ms. Gibson at its March 1, 2004 meeting and recommends to the Board of Supervisors her re-appointment. The WDB has responsibility for overall workforce investment policy, a workforce development plan and oversight of the One-Stop Career Center system. Under the Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority for membership on the WDB. The WDB has 37 seats and 35 members (two members serve in a dual-capacity). The Internal Operations Committee (IOC) screens all WDB nominations. The IOC, at its March 1, 20304 meeting, reviewed and approved the nominations to appoint the above listed individuals and recommends to the Board of Supervisors their appointment. . .
