SUBJECT: APPROVE AND AUTHORIZE the Workforce Development Board of Contra Costa County,
or designee, to issue Request for Proposal (RFP) 41077 for the operation of One-Stop Career
Centers and direct services for adult and dislocated workers under the Workforce Investment Act
of 1998 in the amount up to $2,275,000 available for contract(s) resulting from the RFP, for the
period of October 1, 2004 to September 30, 2005,

RECOMMENDED ACITON;
APPROVE AND AUTHORIZE the Workforce Development Board of Contra Costa County, or designee, to
issue Request for Proposal (RFP)#1077 for the operation of One-Stop Career Centers and direct services for
adult and dislocated workers under the Workforce Investment Act of 1998 in the amount up to $2,.275,000
available for contract(s) resulting from the RFP, for the period of October 1, 2004 to September 30, 2005,

When the Workforce Investment Act was implemented in California in 1998, there was in;§uffmcient time for the
Workforce Development Board of Contra Costa County(WDBCCC) to issue an RFP. The WDBCCC,
therefore, implemented the provision under the WIA that allowed for designation of a consortium of partner
agencies as the one-stop operator. WDBCCC took this action with the intent to go out for RFP at sometime in
the future. The consortium that presently operates the one-stop centers is comprised of agencies that receive
funding specifically named in the WIA. The consortium selected the Employment and Human Services
Department as the lead agency for the consortium.
Over one year ago the WDBCCC voted to issue an RFP for operation of its centers and direct service delivery of
the adult and dislocated worker programs. The WDBCCC recognizes the competitive process as an open and
effective process for distribution of public funds. The WDBCCC considers this RFP an excellent opportunity to
solicit creative responses that encourage innovation and best practices in meeting the workforce needs of Contra
Costa County.
Issuance of the RFP:

• Allows the WDB to call for innovative solutions and processes
• Encourages local and national competitiveness
• Attracts best practices
• Creates opportunity to leverage new dollars
Stimulates advancement of potentially more effective and efficient service models

Builds on the strong partners that presently work together providing workforce services at the one-stops:
(Adult Education, Community College, California Human Development Department, Community Services,
Employment Development Department, State Department of Rehabilitation, Community Development
Department, Employment and Human services Department, Job Co s).

The RFP requests proposals that demonstrate a high level of accountability, innovation,matching funds, and
streamlining of services. The WDBCCC intends to maximize local dollars and deliver customer-focused
services. The design set forth in the RFP will allow the WDBCCC to evaluate effective models and compare
results across the system. The design includes core services of present partners be provided through the one-
stops as stated in the WIA. The RFP represents an in-depth review of other systems within the state and nation,
and hours of input from WDBCCC members, community stakeholders, and staff. The goal of the WDBCCC is
to provide Contra Costa County with a workforce development system that builds a competitive advantage for
the community.

CONSIDER approving and authorizing the Workforce Development
Board of Contra Costa County Executive Director, or designee, to issue a
Request for Proposals for the operation of One-Stop Career Centers and
provision of direct services for adult and dislocated workers under the
Workforce Investment Act of t998 for the period October 1, 2004 through.
September 30, 2005.
The Board discussed the history of the issue and requested
clarifications of various relative items from staff.
The Chair invited comments from the public, and the following
person spoke:

After further discussion the Board of Supervisors took the
following action:
• DIRECTED the Workforce Development Board to provide
recent copy of the RFP, specifically any additional information
about the issue of priorities;
• DIRECTED the County Administrator to respond in writing to
issues raised in several letters and to advise regarding the
organizational structure of the Workforce Development Board,
and the role of the Board of Supervisors; and
• RETURN to the Board on April 20, 2004.
