Specific Request(S)or Recommendation (S) & Background and Justification RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit State Standard Agreement #04B-5260, Amendment No. 1 (County Contract #39-806-22) with the California State Department of Community Services and Development to increase the reimbursable amount by $586,086 to a new maximum reimbursable amount of $752,775 for continuing Low-Income Home Energy Assistance Program Services (LIHEAP) for the period from January 1, 2004 through December 31, 2004. FINANCIAL IMPACT: This contract is Federally funded through the California Department of Community Services and Development. Funding for this contract is included in the Contra Costa County Community Services Department's FY 2003-04 Budget. There is no net County cost to this contract. REASONS FOR RECOMMENDATIONSf113ACKGROUND: On January 6, 2004 the Board of Supervisors approved the 2004 Low-Income Home Energy Assistance Program (LIHEAP), State Standard Agreement 0413- 5260, with the California Department of Community Services and Development. Approval of State Standard Agreement 04B-5260, Amendment No. 1 will provide additional funding for continuing Low-income Home Energy Assistance Program services to program eligible families and individuals in Contra Costa County through December 31, 2004. BACKOROUItiID/REASt IV„ (S,�„FOR RECONIlVIENUATION(S): Contra Costa Safety Net Partners include Contra Costa Regional Medical Center, Contra Costa Health Centers, Contra Costa Public Health, Contra Costa Health Plan, two federally funded community health centers, Brookside Community Health Center, and La Clinica de La Raza. The goal of this program is to increase capacity of Contra Costa Safety Net Partners to provide care for more people without insurance, by creating an information system which links all Safety Net Partners' sites; reducing financial and cultural barriers to care; identifying and implementing cost savings through efficiencies in purchasing; increasing care management services for uninsured patients with chronic disease, especially asthma and diabetes; and strengthening collaboration among safety Net Partners. Acceptance of Grant Award #28-304--2 (2 G920A00037-03) will continue funding and allow the Department to increase access to care for uninsured children and adults, through August 31, 2004. Authorize the Health ,Services Director to accept the grant award and execute, on behalf of the County, a subsequent Standard Agreement . EACKGRQUND/REAS0N(S) FQR RECOMMENDATION The California Integrated Waste Management Board (CIWMB) is accepting applications for the Local Enforcement Agency (LEA) Grant Program for Fiscal year 2004-2005 . Pursuant to Public Resources Cade Section 43230, this grant award will be used solely for the support of the solid waste facilities permit and inspection programs . These funds will supplement the Local Enforcement Agency (LEA) existing budget for equipment, training, supplies, personnel, and technical support . In order to meet the deadline for submission, the application has been forwarded to the State, but subject to Board approval. On April 1, 2003, the Board of Supervisors approved Agreement #28-594-10 (as amended by Amendment Agreement#28-594-11)with the County of Alameda,for the period from April 1; 2003 through March 31, 2004, for the HIV CARE Consortium. Approval of Agreement #28--59412 continues funding for these services through February 28,2005.
