1. RECOMMENDED ACTION:
DETERMINE that the 2004 Microsurface Treatment project is a California Environmental Quality Act
(CEQA)Class 1c Categorical Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk,and
AUTHORIZE the Public Works Director to arrange for payment of a$25 fee to Community Development
for processing, and a$25 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project, and AUTHORIZE the Public Warks Director or designee to advertise the project.

II. FISCAL IMPACT:
The estimated project cost is $487,000, funded by Measure C(100%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The purpose of the project is to provide a surface treatment to roadways (within Contra Costa County)to
extend their pavement life. Microsurfacing is a polymer-modified,quick-setting,cold slurry paving system.
The project consists of crack sealing, pavement grinding, removal of pavement striping and markings,
pavement and base failure repair, adjusting utilities, applying a microsurface treatment mixture on the
pavement, and pavement striping.
Proiect Location: The project is located at 2 sites in the unincorporated south county area.
Site 1: Danville Blvd., between the Iron Horse Trail entrance, north of Rudgear
Road and the Danville/County border at the El Portal intersection. (Area is
approximately 80 feet wide by 19,067 feet long)
Site 2: Clyuic Blvd,,between Tice Valley Rd.and approximately 90 feet north of
South Villa Way, in the unincorporated Walnut Creek area. (Area is
approximately 74 feet wide by 2,834 long.)
Tice Valley Blvd., between Olympic Blvd. and the 'Walnut Creek/County
border north of Rolling Hills Dr. (Area is approximately 70 feet wide by
1,335 feet long.)
The project consists of the operation,repair,maintenance or minor alteration of existing facilities involving
no expansion of use beyond that existing. The project will not result in the removal of any scenic resource.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Belay in approving the project will result in a delay of design and construction and may j eopardize funding.

GENERAL CONSIDERATIONS:
Projects Description:
The purpose of the project is to provide a surface treatment to roadways(within Contra Costa County)to extend
their pavement life. Microsurfacing is a polymer-modified,quick-setting,cold slurry paving system. The project
consists of crack sealing, pavement grinding,removal of pavement striping and markings.. pavement and base
failure repair, adjusting utilities, applying a microsurface treatment mixture on the pavement, and pavement
striping. No changes to the existing drainage will occur. Tree branches and shrubbery may need trimming
throughout the project. In order to minimize damage to trees,any roots exposed during excavation will be cut
cleanly. Real property transactions, including right-of-way acquisition may be necessary in support of this
project. To minimize impacts to traffic, work will be conducted during non-commute hours or at night, with at
least one lane of traffic open during construction. (Figs. 1-6)
