SUBJECT: Contract for Aerial Photography Services
Specific Request(s)or Recommendations(s)&Background&justification
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Chief Information Officer,or his designee,to execute a contract with HJW, Inc. in
an amount not to exceed$158,000 to provide aerial photography services for the period April 1, 2004 through
September 30,2004.
APPROVE and AUTHORIZE the Chief Information Officer or his designee to execute on behalf of the County
individual agreements with the Contra Costa Clean Water Program (NPDES), Contra Costa Central Sanitary District and
Iron House Sanitary District to share the cost of the contract with HJW.
II. FINANCIAL IMPACT:
The contract will be funded through a consortium of agencies whereby 36% of the cost is funded by the GIS budget,
36%is funded by the Clean Water Program,5%is funded by Central Contra Costa Sanitation District,and 2%funded by
the Iron house Sanitation District. In addition,revenue from sales of previous aerial photography will be used to offset the
costs of this reflight.

III. REASON FOR RECOMMENDATION AND BACKGROUND:
Aerial photography is used by GIS member departments for a wide range of purposes. These include public safety,
environmental, infrastructure management,code enforcement,public access through our GIS web page and many other
applications. Because of the age of the previous photography it is desirable to update this information for all departments.
In order to keep our casts low we are entering into a multi-agency cost sharing agreement. Expenditure of these funds has
been approved by all member departments of the GIS Policy Committee.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this contract is not approved then it will impact our ability use GIS in many departments. it would also have a
negative impact on our relationship with partner agencies which could compromise future cost sharing agreements.

1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute an Interagency Agreement
on behalf of the County with the City of Pinole to provide staffing for one patrol position in Pinole
for the period of March 22, 2004 through December 31, 2004 on an as needed basis.
it. FINANCIAL IMPACT:
NONE. All costs incurred under the terms of this Agreement will be paid by the City of
Pinole.
III. BACKGROUND:
The City of Pinole continues to experience a staffing shortage in the Pinole Police Department
mpeding its ability to provide essential public safety services. Pinole has requested assistance
filling one patrol position on a 24 hour a day/7 day a week basis for a period of approximately
four months. The position will be filled by patrol qualified deputies on a voluntary overtime sign-up
basis.
IV. CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve this Agreement will leave the City of Pinole unable to insure adequate patrol
staffing, hampering the delivery of law enforcement services to the residents of Pinole.

SUBJECT: Contract with Housing Authority of the County of Contra Costa

1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract, on behalf of the
County with the Housing Authority of the County of Contra Costa to provide dedicated security
personnel at Housing Authority Projects in an amount not to exceed $30,783 for the period of
January 1, 2004 through March 31, 2004.
11. FINANCIAL. IMPACT:
NONE. The Office of the Sheriff has been providing this level of service to the Housing
Authority for a number of years and the position is budgeted.
III. BACKGROUND:
Over the past few years, the Office of the Sheriff has provided two Deputy Sheriffs to fulfill
community policing duties at the Las Deltas and Bayo Vista Housing Developments. This
is an allowable cost under the federal Housing and Urban Development guidelines. The
current funding provides for one deputy assigned to the program. This program provides
an opportunity for residents to participate in crime prevention and identification, to provide
them with an enhanced sense of security and to maximize enforcement of laws regarding
the sale and use of illegal drugs.

RECOMMENDATION:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract
with Michael G. moss in an amount not to exceed $85,000 to provide continued Animal
Services Director services for the department during the recruitment and transition of a new
Animal Services Director, for the period April 1, 2004 through September 30, 2004.
FINANCIAL IMPACT:

BACKGROUND:
The proposed contractor is the department director who has provided services to the
department for the past twenty-five years and is planning to retire on March 31, 2004. The
contract is at a rate comparable to the cost of hiring a new director. The contract is needed
due to delays in recruiting and hiring a new director, the need to provide continuing overview
of the new shelter facilities projects (due to delays in completion of those buildings), the
subsequent move into those facilities, the transition to a new director, and further complicated
by the timing of previously planned retirements in the department.

RECOMMENDATION
APPROVE and AUTHORIZE the General Services Director, or designee, to execute a contract with
retired employee, Madelon (Mickey) Davis, in the amount of $65,000 for the period April 1, 2004
through December 31, 2004.
FINANCIAL IMPACT
This contract will result in no increases in net County costs in this fiscal year or next. In Fiscal Year
2003/04, there will be a salary and benefit savings of approximately $12,000. This savings is based
on three months of salary and benefit cost savings, taking into account expenses for vacation payoff
in the amount of approximately $23,000 and contract costs of approximately $9,500. In Fiscal Year
2004105, there will be salary and benefits savings of approximately $7,000 per month.
BACKGROUND
Mickey Davis, Deputy General Services Director, is retiring effective March 31, 2004. Davida
Amenta, Administrative Services Officer, is going on a maternity leave beginning mid-March, 2004.
Additionally, an Administrative Services Assistant III position has been vacant since January due to a
transfer. The Administrative Services Division will be significantly impacted by the loss of these three
management/analyst positions. Besides the Director and a second Deputy Director, there is only one
ASA III to handle all of the personnel and administrative support work. At this time, the Department
has no plans to fill either the ASA III or the Deputy Director position in Fiscal Year 2004/05,
anticipating that the ASO will return in August.
The terms and conditions of the contract provide for services through the end of the year, with a
maximum number of service hours at 1000, which is the equivalent of six months full-time work. It is
anticipated that Mickey will work less than 40 hours per week.

If this contract is not approved, then the Department would have to hire other temporary help to cover
the maternity leave, as the workload is too great to be handled by one ASA Ill. Mickey Davis was the
ASO for the Department before her promotion to Deputy. There is no one else who can provide the
General Services Department the experience and knowledge that she has, and handle both senior
management and administrative support services work.
