DIRECT the County Treasurer to convene the Treasury Oversight Committee for its reorganization meeting and assist the Treasury Oversight Committee to carry out its duties pursuant to Article 6 (commencing with Section 27130) of Chapter 5 of Division 2 of Title 3 of the Government Code. 3. DIRECT the Treasury Oversight Committee to carry out its mandated responsibilities, including but not limited to the conducting of an annual audit pursuant to Government Code section 27134, and to report to the Board of Supervisors on any and all matters under its jurisdiction at least annually, beginning not later than April 2004, and more often as the Treasury Oversight Committee believes such reports to be prudent and appropriate. BACKGROUND: On April 30, 2004, the terms of the seven members of the Treasury Oversight Committee (TOC) will expire. On March 15, 2004, the Treasurer-Tax Collector presented the Internal Operations Committee with nominations to re-appointments all incumbents to their seats on the TOC, including the Board of Supervisors seat and the three Public seats, nominations to which are reviewed by the Internal Operations Committee. The Internal Operations Committee is pleased with the high caliber of all the incumbents and their knowledge of the field of public and private finance, and their continued interest in serving the public in this capacity. We believe that approval of these nominations will continue to provide the Board of Supervisors a TOC that will well serve the people of this County and, therefore, recommend these nominations for re-appointment to the Board of Supervisors for approval. A summary of their background and experience is as follows: Jerome E. Hatfield- Retired Chief Deputy Treasurer for San Joaquin County with responsibility for a pool portfolio of$300 to $450 million. Prior to that Mr. Hatfield served as a fixed-income institutional salesman or trader for several major California banks. Mr. Hatfield previously served on the Contra Costa County Employees' Retirement Association (Board appointee for six years). Edgar H. Grubb- Retired Executive Vice President and Chief Financial Officer(CFO) for Transamerica Corporation. Prior employment positions include CFO for Lucky Stores and Zellerbach Paper Company. At Transamerica Mr. Grubb was responsible for an investment portfolio in excess of$50 billion. Charles O'Connor- Financial and Systems Analyst for World Savings and Loan (Golden West Financial), a $fib billion financial institution headquartered in Oakland, California. I will send a letter to County Superintendent of Schools, Joe Ovick, for the name of his nominee and to coordinate with the school districts the selection of their nominee. Both Ellen Elster and Jim Cerreta have indicated they will accept reappointment. I will also send a letter to Bette Boatman. Chair, Special Districts, for the name of the nominee. Alfred Granzella has told me he would accept reappointment. Donald Bouchet, representing the Board of Supervisors, will accept reappointment if nominated by the Board. I cannot over emphasize the need of having business and fixed-income investment professionals serve on the Treasury Oversight Committee. Their advice and counsel plus insights into current market conditions are a valuable source of information. Initially, the Law Library had a number of candidates but most of them did not qualify due to a requirement by California B&P Code Section 6301(5) that they be a member of the State.Bar. Of the remaining five qualified candidates,three of them decided not to pursue the position. The Selection Committee interviewed the two remaining candidates for the appointment. Patrick. M. A decision was made to extend the appointment to Mr. David Del Simone since he is an active member of the Contra Costa County Bar Association, a sole practitioner who represents clients in West County, and has represented the Board of Supervisors as a Law Library Trustee for the last 18 years. Mr. Meehan is a corporate attorney in Oakland and is not a member of the Contra Costa County Bar Association. The Law Libtary's Board of Trustees asks that you review this appointment at your next meeting and forward your recommendation to the Beard of Supervisors. It comprises 25 youths between the ages of 12 and 18 who reside or attend school in Contra Costa County. The IOC reviews nominations for up to ten At Large seats. The 2003 IOC reviewed and approved the preceding nominations at its March 15, 2004 meeting and recommends appointment. February 26, 2004 Re: Countywide Youth Commission At-large Appointments for 2003-05 The Countywide Youth Commission (CYC) Appointments Committee has made its recommendations to fill the vacant At-Large and At-Large Alternate Seats. The Appointments Committee solicited applications from the public for these seats from November 2003 to January 2004. The Appointments Committee received 6 applications. Each applicant was contacted via phone to attend an interview with the Appointments Committee. These interviews were held on February 3d and February 23, 2004. After each applicant was interviewed, the committee then discussed and ranked their recommendations for At-Large Positions. Applicants are recommended based on 1) community involvement; 2) awareness of the needs in their community; 3) passion, dedication, and commitment to youth issues; 4) personality/ability to connect with others; and 5) ability to enhance the CYC. Those applicants not selected would be ranked and placed on a reserve list in case the need arose to fill vacancies. For example, when the Food Bank said they were 'short on help this coming weekend at KidFest, Casey quickly sent a note saying she would cover a shift and bring a friend to also help. No matter what the volunteer opportunity, Casey is a pleasure to work with. She has a wonderful caring attitude and makes everyone in a group feel comfortable and helps build the group toward a team. To improve and expand our Youth Action Council, Casey offered to be our Public Relations Officer for the coming year June 2003 to June 2004. I would like to become a member, because I think I am different from most kids, and I have a different perspective than most kids. Most kids do not think the way I do. I seem to think of things and view things from an adult perspective. Another reason is that I like to help people at all times, and make the world a better place. I would also like to be a member, because I think it would teach me a lot, and give me a chance to really be a leader. 2. List the 3 most important issues for youth in your area and how you found out about them. Teasing- It might not seem like a big issue, but it really is a big problem in schools today. Everyone has been teased about something or another. It is a big issue in schools today, more than ever. People get teased about the smallest things. People get teased about racial differences especially, which is serious. But some people get teased about the silliest things. An example at my school is that kids with roll-on backpacks get teased, and people kick it the wheels. Rolling backpacks is a very practical idea, with our heavy books and binders, but people don't want to walk down the hall with people kicking their backpack. Drugs and Alcohol - I became aware of this from kids at school. In elementary school, they taught us to never take drugs, and we should always say no, no matter what the circumstances. In a school, a few months ago, a couple of kids were caught smoking things like marijuana. I knew most of the kids from a distance, and it shocked me to see that people I knew were doing it. The kids got suspended, and weeks later, when they returned, one of them got caught with alcohol in their backpacks, and they had to face the consequences. You would think that they would have learned their lesson, but they didn't. They are 12 and 13, and I can't think of where they will be in high school or college. Neglecting Education - A lot of kids think school is a waste of time. Kids in America don't understand how getting to learn is a huge privilege. Most kids around the world in 3rd world countries, girls especially, don't get to learn. It is a big opportunity for kids in America, and kids just blow it away. They should take great advantage of it. It is a lot of work, but it will pay off when they get older. 3. How could you, as a CYC Commissioner, help to address these issues." Teasing- I think a lot of people don't really understand that it's what inside that counts. For the example of rolling backpacks, we should have a school rule, where all students must use a rolling-backpack. A few years ago, I had personal problems with one of the kids who got in trouble for using illegal substances. He teased me about a medical problem I had, and I was so upset I could not go to school the next day. It really hurt. Years before that incident, I got teased by another guy at a different school about the color of my skin, and he had to face the consequences. I know that both those kids had family background problems, where the parents were divorced, etc.. I think that the kids in schools who can't deal with the pressure and anger at home take it with them to school. And then they put it out on different kids. I think those kids should seek professional help, such as seeing a counselor, so that they can take out their anger on someone else. Or they could just to talk to someone they trust, like a close friend, family member, teacher, etc.. Drugs and Alcohol- I think that people, kids especially don't really understand what drugs and alcohol can do to them. Starting in elementary school, we should have more drug awareness programs, such as DARE. They can make a big difference. I remember a few years ago, they had a man who had been addicted to drugs and alcohol come to our school, and talk with us. He told us how bad it is. All the things he said are things that will stick in my mind. Another problem is that it is so easy for a kid to get them from their older sibling, friends, or even parents. Security should be much tighter in liquor stores. Neglecting Education- I think that a way this can be solved is that we should show kids what it is like in Yd world countries, and compare it to our lifestyle. Once they see how much different, they might take advantage of school more. We are lucky that we get to be educated, when kids in 3rd world,countries, like Iran, and Afghanistan, will probably never get the chance to learn. We are lucky to have all the resources like books, Internet, encyclopedias, etc., and we should take advantage of them. 4. What are your current community anis school activities? I play basketball for two leagues, Town of Danville league, and for Stone Valley. I play the drum set, and take private lessons. I have been playing for 1.5-2 years. I play the piano, and take private lessons. I have been playing for 7 years. I play tennis and have lessons at Crow Canyon Country Club. I am a "Superstar" at my school. To qualify, you must have 30-recorded hours of community/school activity hours, a 3.50 GPA, no tardy's, or absences. I volunteer once a week at the Sunrise Assisted Living Senior Nome. I read, socialize, and help the residents. I am a W.I .B. leader at my school. This is a program run by a teacher at my school, James Purcell. He and his fellow teachers pick the 50 strongest students who show good leadership, and he trained us to become leaders. We worked for about 40 hours after school, during the spring of 2003, and became leaders for the incoming 6a' graders. Prior to the 2003-2004 school year, we showed them around the school, played arranged games, and helped them get comfortable with the transition. 5. What special skills and talents would you bring to the work of the Commission? I have a 4.07 G.P.A., and I am a thinker. I think of a lot of ideas, and use them, not just think of them. I think I'm a smart person, and am a good leader. I set good examples, which is mainly why I was picked as a WEB leader at my school. I have good writing skills, and I use them, plus I am a good typist. I am the kind of person who will always give you the honest opinion about things.
