III. REASONS FOR RECOMMENDATION/BACKGROUND: The project consists of cleaning the road surface(including weed removal and sweeping),grinding and removing existing striping and markers, applying a slurry seal and/or cape seal surface treatment to roadways,and site cleanup in various locations throughout the unincorporated areas of the County. The surface treatments prevent water from seeping under the pavement that could rapidly deteriorate the road. This extends the life of the existing pavement by reducing deterioration caused by exposure to air and moisture. Various streets within five specific sites and various additional sites throughout the unincorporated areas of Contra Costa County(County)will receive slurry seal and/or cape seal road surface treatment(Fig. 1). Site 1 is located in the Pacheco area. Site 2 is located in the Bay Point area. Site 3 is located in the San Pablo(Rollingwood)area. Site 4 is located in the Kensington area. Site S is located in the Brentwood area(Vasco Road). Also,there are other sites located in various unincorporated county areas. General work description: Cleaning the road surface, including weed removal, sweeping, removing pavement striping and markings, applying slurry seal or type II rrricrosurfacing as per the plans, site cleanup and placing thermoplastic striping and pavement markings. Engineer's cost estimate: $901,000 A pre-bid meeting will be held on Monday, April 26, 2004 at 10:00 a.m. at the Public Works Department to cover the County's Bidder Outreach Program. Residential streets will be closed for approximately half a day in order to apply the road surface treatment and to provide sufficient time for it to adhere to the road surfaces. Residents will be notified one week prior to any activity and "No Parking"signs will be:posted the day before actual application.
