AUTHORIZE staff of the Community Development Department and Public Works Department to participate in a multi-jurisdictional effort to coordinate trail planning throughout eastern Contra Costa County; and 2. AUTHORIZE the District 3 and District 5 Supervisors, on behalf of the Board, to contact the cities of Antioch, Brentwood, Oakley and Pittsburg, the East Bay Regional Park District, the Contra Costa Water District, and other affected parties to request their participation. FISCAL IMPACT Although a work scope hasn't yet been developed for the planning effort, it is believed the County's staff costs will be in the range of $5,000 to $10,000. County staffs efforts could be funded through the County's proposed Parks Master Plan project. Costs will be recovered through new developer fees for park planning that were enabled by the Legislature's passage in 2002 of AB 2936, sponsored for the County by then- Assemblymember Dion Aroner. The Board directed staff to explore the creation of such fees in December 2003, and a recommendation on the fees is expected in the near future. BACKGROUND/REASONS FOR RECOMMENDATIONS Supervisor Greenberg and Supervisor Glover recently convened a multi-jurisdictional effort to coordinate trail planning in East County. The goals are to develop a trail network providing continuous coverage from Bay Point to Discovery Bay, and to include trails that will accommodate all users including pedestrians, bicyclists, and equestrians. The trails will include both paved and unpaved trails, both for recreational use and transportation use. It is anticipated the participants will include the East Bay Regional Park District, the local jurisdictions of East County, the Contra Costa Water District, environmental groups, bicycle advocacy groups, and equestrian advocates, among other interested parties. AND COUNTY ADMINISTRATOR BY ' DEPUTY County staff time likely will be spent assisting with research on existing trail plans, analyzing where gaps may exist in the planned trail network, prioritizing the remaining trail needs, and developing implementation strategies for funding the desired trail segments. The work will fit within the tasks of the proposed Park Master Plan, which will be managed by staff from the Community Development Department and Public Works Department. Staff indicates the proposed additional work on East County trails can be accommodated within the proposed budget for the Parks Master Pian. Discussions are ongoing as to which agency will be the lead agency for the multi- jurisdictional East County trails project. In the interim, the District 3 and District 5 Supervisors will continue to convene the discussions for the project. Several plans already-exist that will contribute to the multi-jurisdictional effort. These include the County General Plan which includes bicycle, hiking and equestrian trails; the East Contra Costa County Bikeway Plan developed by TRANSPLAN and adopted by the East County cities and the Board of Supervisors in 2001; the Countywide Bicycle and Pedestrian Plan completed by the Contra Costa Transportation Authority in 2003; the East Bay Regional Park District's 1997 Master Plan; and local trail master plans such as those developed by the City of Brentwood and the City of Oakley. Trail maintenance will be addressed in the planning effort. Currently the East Bay Regional Park District maintains its regional trails. Local jurisdictions maintain their own local trails. Generally, the County's responsibility for maintenance of public facilities in East County has lessened recently as local community services districts have taken over some maintenance previously performed by the Public Works Department's Special Districts Division.
