40 Years of Community Action RESOLUTION NO.2004/106
WHEREAS,the United States of America was established to promote freedom and opportunity for people who
have come from all across the world in various ways and for various reasons;and
WHEREAS,the Constitution of the United States of America includes the concept of Promoting the General
Welfare as a key element in this country's core values;and
WHEREAS,the Congress of the United States of America has historically recognized that all residents have
certain inalienable rights that need to be respected and protected;and
WHEREAS,the Economic Opportunity Act was adopted by Congress in 1964 in response to the wishes of the
American people to express and manifest the respect and protection needed to promote the general welfare;and
WHEREAS,for 40 years the United States of America has enjoyed an incredible legacy of accomplishment by
community action agencies that have moved millions of children,families and individuals from out of the yoke of
poverty;and
WHEREAS,the Promise of Community Action is"Community Action changes people's lives,embodies the
spirit of hope, improves communities and makes America a better place to live. We care about the entire
community and are dedicated to helping people help themselves and each other";and
WHEREAS,the State of California and the County of Contra Costa have promoted self sufficiency through the
efforts of the Contra Costa County Community Services Department that has provided opportunities and services
including Head Start,Low Income Home Energy Assistance Program(LIHEAP), Weatherization,Family
Support Services,and Community Revitalization efforts;and
WHEREAS,the vision of ending poverty and the continued application of community action principles and
methods is needed to further the accomplishments of promoting self-sufficiency opportunities to our residents.
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors acknowledges the accomplishments
of the Contra Costa County Community Services Department and it's,fidelity to the mission of promoting self-
sufficiency and opportunity and supports the continuation of efforts to achieve greater results for the benefit of
this community,state and country.

Dear Supervisor Glover:
Hello. My name is Stacy Cade and I am the chair of the Contra Costa County Economic Opportunity Council(EOC). I am a resident of
District I and am pleased to have this opportunity to present the vision for the EOC and highlight our accomplishments this past year.
I first became involved with Community Services Department as a member of the Policy Council in 1997 and went on to become the chair.
I enjoyed being an advocate for the community and continued that role by joining the EOC in 2000.
Currently, the EOC is in the process of implementing an action plan to drive the strategic plan developed last year. We identified four
issues, which are linked to our Community Action Plan, and are pertinent to economic opportunity. We then formed issue groups to
identify and pursue opportunities in the wider community that will move the issues forward. The issue groups are:
• Self-sufficient Families
• Community Revitalization
• Safety Net services
• Resource Development&Budget
Each group consists of two — three EOC members, who call upon their own expertise and community connections to link with wider
networks that work on similar issues. The EOC has found success in joining with the efforts of like-minded groups,creating synergy and
leveraging resources to build strength.
A current success is the EOC participation in the Earn It! Keep It! Save It!Contra Costa campaign,which seeks to increase the number of
people in Contra Costa who take advantage of the Earned Income Tax Credit available to them through the IRS. This campaign has
several free tax preparation sites throughout the county. Tax filers who participate are also linked to additional financial planning
opportunities. Through this,the EOC hopes to support the overarching goal of bringing an additional$1,000,000 to Contra Costa,directly
to the low-income community,of whom we are advocates. We anticipate many additional successes this year,as our issue groups continue
their work.
Thank you for your support of the EOC and the Contra Costa community. We appreciate your leadership and look forward to a successful
year of increasing self-sufficiency in individuals,families and the community as a whole.
