SUBJECT: RESOLUTION COMMENDING CSD HEAD START FOR PROGRAM OF
EXCELLENCE RECOGNITION BY THE NATIONAL HEAD START
ASSOCIATION

RECOMMENDATION:
ADOPT Resolution Number 2004/102 commending CSD Head Start for being awarded the Program of
Excellence designation by the National Head Start Association.
BACKGROUND:
CSD staff and programs play a vital role in the County's efforts to fight poverty and help families move toward
self-sufficiency. In 2002, CSD Head Start,which serves more than 3,000 children annually with community child
care partners,received a prestigious National Head Start Association(NHSA) Quality Program of Achievement
award. There are two levels of recognition—Program of Achievement and Program of Excellence. Programs must
apply for Program of Achievement first to be eligible for Program of Excellence status.
CSD Head Start was the first Head Start program in California to receive Program of Achievement status.NHSA
recognizes Head Start/Early Head Start programs that demonstrate a level of high performance and positive
impact on the lives of children, families, staff,and communities they serve.NHSA believes quality programs can
serve as resources and models for the entire Head Start and early childhood communities.
In fall 2003, CSD applied for Program of Excellence status. From March 1-2, 2004,NHSA reviewers visited
CSD,meeting with staff and parents alike and visiting several of LSD's 22 Head Start and Child Development
and 11 partner sites across Contra Costa County. The national experts identified nearly a dozen unique and
distinguishing areas of CSD program excellence.
On March 8, 2004,NHSA officially awarded the Program of Excellence designation to CSD. CSD is the first
program in California and just the second in Region IX(which includes Arizona, California,Hawaii,Nevada),to
be recognized as a Program of Excellence. Program of Excellence designation has been granted to a select group
of just 17 programs nationwide, out of more than 1,570 Head Start grantees in the United States (Source:

In the Matter of Commending the Community Services Department
For Pursuing and Achieving Excellence in the Head Start Program RESOLUTION NO. 2004/102
WHEREAS,the Community Services Department(CSD) serves almost 3,000 children and families in Contra
Costa County each year in a quality program that makes measurable improvements in families' lives; and
WHEREAS,CSD Head Start received a quality Program of Achievement award from the National Head Start
Association in 2002; and
WHEREAS, CSD Head Start received the NHSA Program of Excellence designation in March 2004, one of
just 17 agencies so honored out of 1,570 Head Start grantees nationwide; and
WHEREAS,CSD Head.Start continuously provides excellent opportunities for families to move toward self-
sufficiency; and
WHEREAS, CSD Head Start staff members and parents have been recognized for contributions to the field by
the California Head.Start Association and the National Head Start Association;-and
WHEREAS,the CSD Head Start Mental Health Unit has received multiple:awards, including.recognition by
the..West Contra Costa County Unified School District(2003 You Make A Difference Award,`2004 Jake
Rockeman Award for full-inclusion classrooms);the California State Senate'Certificate of Recognition, and
California State,Assembly Excellence In Service Award;
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors commends CSD and its Head Start
program for the many benefits CSD imparts to the communities it serves across Contra Costa County,and the
local and national recognition received,which honors to the County of Contra Costa.
PASSED AND ADOPTED ON March 16,2004 by a unanimous vote of the Board members present.
