Commander Thomas Young
To Commemorate his Retirement RESOLUTION NO. 2004/103
WHEREAS Tom Young is retiring from the position of Commander of the Office of the Sheriff of
Contra Costa County after twenty-eight years of exemplary county service; and
WHEREAS Tom Young began his County service in 1975 as the Testing& Measurements
Coordinator with the Human Resources Department; and
WHEREAS Tom Young transferred to the Office of the Sheriff in 1981 as a Senior Administrative
Analyst under Sheriff Richard Rainey; and
WHEREAS Tom Young promoted to Administrative Services Officer in 1982; and
WHEREAS Tom Young continued to advance and was promoted to the Chief of Management
Services in 1986; and
WHEREAS Tom Young was promoted as the first civilian Commander in the Office of the Sheriff
in 2000; and
WHEREAS Tom Young continued to serve as Commander in the Administrative Services Bureau
earning respect for his integrity, loyalty, and dedication to service in the Sheriff's Office until his
decision to retire in March 2004.
NOW,THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra
Costa does hereby recognize and thank with sincere appreciation and congratulate TOM YOUNG,
on his invaluable twenty-eight years of service to the County of Contra Costa and its citizens.
PASSED and ADOPTED by a unanimous vote of the Board of Supervisors members present this
16 day of March 2004.
