SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
EXECUTE an amended contract with California Translation Service (#20-549-31) for additional
funding for oral and written translator bank services increasing the amount by$60,000 from
$120,000 to a new contract payment limit of$180,000 during the period July 1, 2003 through
June 30, 2004.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RF.Cr)MMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE an
amended contract with California Translation Service(#20-549-31) for additional funding for oral and written
translator bank services increasing the amount by$60,000 from $120,000 to a new contract payment limit of
$180,000 during the period July 1, 2003 through June 30, 2004.
FINANCIAL IMPAC ::
$180,000 Administrative Costs: 20% County($36,000); 40% State($72,000); 40%Federal($72,000).
CHI ,DRF.N'S IMPACT STATEMENT:
This contract supports five of the community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"4) "Families that are Safe, Stable, and
Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families"by
providing on call written and oral translators and translations for clients whose language needs cannot be
adequately met by staff.
BACKGROUND:
The Employment and Human Services Department(EHSD)provides support services to non-English spearing
clients whose primary languages include Korean, Laotian, Tagalog, Russian,Farsi, Afghani, Vietnamese, and
other languages. On-call oral and written translation services provide communication assistance to EHSD
clients whose language needs cannot be met by staff.
California Translation Service was selected from a competitive procurement,Request for Interest(RFI) 169 in
July 2002 to provide translation and interpreter services. This contract provides supported communication
necessary for services to clients and to meet California Department of Social Service civil rights requirements.
This contract is being amended to address the increased demand for additional, ongoing translation services by
