HomeMy WebLinkAboutMINUTES - 03162004 - C.19-C.23 TO: BOARD OF SUPERVISORS � ."s_ _L,,•O� Contra FROM: TONY COLON, DIRECTOR - Costa DATE: MARCH 16, 2004 COUK County SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT A CONTRACT WITH FIRST 5 CONTRA COSTA CHILDREN AND FAMILIES COMMISSION Specific Request(s)or Recommendation(s)&Background and Justification RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Department Director or designee to execute and submit a Standard Service Agreement with First 5 Contra Costa Children and Families Commission in the amount of $1,285,298 for School Readiness Program services in the West Contra Costa Unified School District for the period from March 16, 2004 through December 31, 2007. FINANCIAL IMPACT: This contract is funded through the Proposition 10 allocation administered by First 5 Contra Costa Children and Families Commission. Funding for this contract will be added to current year budget via an appropriation and revenue adjustment. There is no net County cost to this contract. BACKGROUND: First 5 Contra Costa has received multiple grants to implement School Readiness programs in various targeted school districts within Contra Costa County. First 5 Contra Costa, as the sole eligible applicant in Contra Costa for California Children and Families Commission funds, approached CSD in Fall 2003 to staff the School Readiness Program in the West Contra Costa Unified School District. The School Readiness Program will target outreach to families with children who are not in formal licensed care settings through a collaborative approach serving the population that will enroll in 16 different schools in the WCCUSD. Program components include summer kindergarten readiness camps, outreach workers, infrastructure development and tailored support for families as children's primary educators. This contract will reimburse CSD for three (3.0) FTE Family Advocacy Assistant Manager positions, and one FTE project coordinator position (Administrative Services Assistant III or equivalent). As the collaborative program is in its pilot year, the School Readiness Program partners may adjust the staffing pattern slightly to adjust to staffing needs and partner preferences. FISCAL IMPACT: This Agreement will provide State funding in an amount not to exceed $59,600 for the County's East West Garden Project. No County match is required. REASONS FOR RECOMMENDATION/BACKGROUND: This project is a collaboration among Community Wellness & Prevention Program, Juvenile Probation, the County Office of Education, and the Greater Richmond Interfaith Program. The East-West Garden (Food Security) Project will provide entrepreneurial experiences for the youth at the Orin Allen Youth Rehab Center, as well as bring much needed fresh produce to limited access areas of West County. The Goal of the project is to increase access to and knowledge about healthy and nutritious food. It will develop a nutrition education program, create a sustainable garden and small farm, a community based food venture; and a food policy, addressing local food and farm issues. Approval of Standard Agreement#28-662-3 will allow this Project to continue through September 30, 2004. Three certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit. FINANCIAL IMPACT: Monies for contractors come from the Cable Television Franchise fees and Interdepartmental charges for production work. BACKGROUNDIREASON(S) FOR RECOMMENDATION(S): Bruce Stamm is a contractor with CCTV. He assists with studio and event productions. Due to additional production work , election and event coverage, his hours have increased. He will exceed the amount of his contract by March 15, 2004. Since increasing the contract to $38,000 requires Board approval, staff requests that this amendment be approved. FISCAL IMPACT: None. All costs will be reimbursed by the State of California Weatherization Program. BACKGROUND/REASONS FOR RECOMMENDATIONS: The Department' s goal is to utilize all the grant funds that have been made available to the County. Grant funds are provided by the State' s Energy program. Maximizing the utilization of available funds would help improve the quality of dwellings in Contra Costa County. These funds are targeted to low-income residents, in order to help lower their energy expenses . Specifically, the funds are used to install energy efficient hot water heaters, heaters, refrigerators, microwaves, florescent light bulbs, weather- stripping, attic insulation, switch and plug gaskets, and water heater blankets. In order to increase the production level and maximize utilization of these available funds, the Department decided to increase its use of outside contractors . The Department solicited bids from 37 contractors for this service,, and received bids from 4 firms . William Stewart Heating & Air was the lowest responsible bidder.
