July 2, 2003 County SUBJECT: Approval of Contract#25-038--4 with Shelter,Inc. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION • RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Wendel Brunner, MD) to execute on behalf of the County, Contract#25-038-4 with Shelter, Inc., a non-profit corporation, in an amount not to exceed $620,531, to provide family emergency shelter services for County's Homeless Services Program for the period from July 1, 2003 through June 30, 2004. FISCAL IMPACT: This Contract is 60% federally funded by Community Development Block brant funds and 40% County funded,and is included in the Department's Fiscal Year 2003-2004 Budget. CMLD EN'S"ACT STATEMENT: This Homeless Services Program supports County's "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcome by providing temporary shelter and services to homeless families to stabilize their situation. BA(CKOROUND/REASON S FOR RECOMMENDATION (S): This Contract meets the social needs of County's population in that it provides family emergency shelter services to homeless families, twenty-four hours per day, seven days per week, in Central County for County's Homeless Services Program. On June 25, 2002,the Board of Supervisors approved Contract#25-038-3 with Shelter, Inc., for the period from July 1, 2002 through June 30, 2003, for the provision of family emergency shelter services for County's Homeless Services Program at County's North Concord and Mountain 'thew facilities. FISCAL IMPACT: Contractor shall be paid a fee of not less than $75 . 00 per hour nor more than $435 . 00 per hour in accordance with the Contractor' s usual and customary hourly balling rates for its services, as approved by the Health Services Director. The Contractor will also be reimbursed for travel on behalf of the County, as approved in advance by the Health Services Director, and for miscellaneous expenses actually incurred in the provision of services under the Contract . This Contract is funded by Enterprise I in the Health Services Department ' s budget . Since 1985, this Contractor, which specializes in health care law, has been providing temporary legal services in the form of consultation, research, opinion, advice and representation for the Health Services Director with regard to Medi-Cal audit appeals and ether Departmental fiscal, administrative and litigation matters. On June 4 , 2002, the Hoard of Supervisors approved Contract #23-074-21 with Foley & Lardner for the period from July 1, 2002 through June 30, 2003 . FISCAL IMPACT: This Contract funded by County General Fund and is included in the Health Services Department ' s Budget . BACKGROUND ZREASO (B) FOR RECOMMENDATION(S) In order to recruit qualified individuals for its vacant positions, particularly in the area of direct patient care, the Health Services Department must place advertisements in such media as newspapers and professional journals . On July 16, 2002, the Board of Supervisors approved Contract #23-332 (as amended by Contract Amendment Agreement #23-332-1) , with Dulin Advertising, Inc. , to provide advertising services including, but not limited to, providing consultation and technical assistance with regard to media research and planning, developing and producing camera ready recruitment ads and arranging for insertion of ads in appropriate newspapers, professional journals and internet web pages, for the period from July 1, 2002 through June 30, 2003 . .Approval of Contract ##23-332-2 will allow the Contractor to continue to provide services through June 30, 2004 . FISCAL I MT: This Contract is funded 50% by Federal FFP Medi-Cal, 500-. by State EPSDT Funds. No County funds are required. CHILDREN, HPACT SATE EN' This EPSDT Program supports the following Board of Supervisors ' community outcomes: 1) Children ready for and succeeding in school; 2) Families that are safe, stable, and nurturing; and 3) Communities that are safe and provide a high duality of life for children and families. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decrease in out-of-home placements as measured by mental health and social services statistics. This Contract meets the social needs of County' s population in that it provides in-home and outpatient mental health services for Medi.-Cal eligible children (and their families) who have been sexually molested or traumatized and are enrolled in the EPSDT Program. On December 3 , 2002, the Board of Supervisors approved Novation Contract #24,-932-6 with Community Violence Solutions for the period from July 1, 2002 through June 30, 2003 (which included a six--month automatic contract extension through December 31, 2003) to provide EPSDT program services. Approval of Novation Contract #24-932-7 replaces the six-month automatic extension under the prior Contract, and allows the Contractor to continue providing services through June 30, 2004 . On May 14, 2002, the Board of Supervisors approved Novation Contract #28-540--8 with the City of Antioch, Leasure Services Department, for the period from July 1, 2002 through June 30, 2003 (which included a three-month automatic extension through September 30, 2003) for the provision of congregate meal services for County' s Senior Nutrition Program. Approval of Novation Contract #28-540-9 will replace the three-month automatic extension under the prior Contract and will allow the Contractor to continue providing services through June 30, 2004 .
