SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board, to EXECUTE a contract with Actuate Consulting (##18-074-0) in the amount of$25,500 for consultation and facilitation services for the period July 15, 2003 through January 15, 2044. FINANCIAL IMPACT-- $25,500: MPACT$25,500: 100% Federal Workforce Investment Act funds. No County Cost. Contractor was selected after a competitive bid process (RFI # 188) to provide consultation and facilitation services to the Workforce Development Board (WDB) in connection with the development and issuance of a Request for Proposal {RFP} for the operations of the One Stop Career Centers. The Workforce Investment Act of 1998 (WIA) requires that the Workforce Development Board (WDB) select a One-Stop Operator. This will be done in a competitive process through a RFP as determined by the Contra Costa WDB under authority of the Workforce Investment Act. Contractor will facilitate and assist WDB staff with the procurement process and will provide technical assistance related to WIA regulations and other One-Stop Operator service delivery requirements. CHILDREN'S IMPACT STATEMENT: This prevention program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group; and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACKGROUND/REASON(S)FOR R.EECOMIM ENDATION(S): This Contract meets the social needs of County's population in that it provides specialized substance abuse prevention programs so that youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals. On July 16, 2002, the Board of Supervisors approved Contract##24-259-40 with Center for Human Development for the period from July 1, 2002 through June 30, 2003, for the provision of substance abuse primary prevention services. Approval of Contract #24--259-41 will allow the Contractor to continue providing services through June 30,2004. In February 2003, the County Administrator approved, and the Purchasing Services Manager executed Contract #74-190 (as amended by Contract Amendment Agreement #74--1901) with Mental Health Management 1, Inc. (dba Canyon Manor) for the period from December 11, 20012 through June 30, 2003 for the provision of Mental Health subacute care and treatment services.
