HomeMy WebLinkAboutMINUTES - 07152003 - C.22-C.26 TO BOARD OF SUPERVISORS William Walker, M.U., Health Services Director _= Contra By Ginger Marieiro, Contracts Administrator Costa DATE: July 2, 2003 County SUBJECT: Approval of Standard Agreement#29-208-69 with the State Department of Health Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.), to execute on behalf of the County, Standard Agreement#29-20869 (State#03-75127), with the State Department of Health Services, in the amount of$413,645, for the period from July 1, 2003 through June 30, 2004, for continuation of the Immunization Assistance Program. FISCAL IMPACT: Approval of this agreement by the State Department of Health Services will result in $413,645, for Fiscal Year 2003-04, for continuation of the Immunization Assistance Program. No County funds are required. REASONS FOR RECOMMENDATIONS/BACKGROUND: On June 17, 2003, the Board of Supervisors approved submission of Funding Application#29- 208-68, to the State Department of Health Services, for continuation of the long-standing Immunization Assistance Program. Standard Agreement #29-208-69 is the result of that application and provides funding to continue services through June 30, 2004. The County's Immunization Program makes immunizations available to all persons in need of such service in order to prevent the occurrence and transmission of childhood diseases; and under the terms of this Contract, the State provides free vaccine to the County. The Program monitors the compliance of preschools, elementary schools, and secondary schools in meeting State-mandated immunization requirements through inservice programs and limited technical assistance. An adverse reaction monitoring system and outbreak control team are also included in the Program. Four certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State. IEDA has represented the County in labor relations matters since 1973. Renewal of this contract would maintain the continuity of services and the long-term knowledge of the inter- workings of the County and its departments. BACKGROUND: Grant monies received for the Creating a Culture of Integrity project allow the Office of the Sheriff'to hire a consultant to review four critical internal systems: 1) The employee background and hiring system; 2) The internal inspection of policies, procedures and operations; 3) The system for investigation of complaints and impropriety made against Office employees; and 4) The system for addressing identified employee training needs. Costs are covered by the Community Development Department 03 / 04 budget from the overhead rate included as part of the land development application processing fees. BACKGROUND/REASONS FOR RECOMMENDATIONS Mr. Ormiston provides specialized knowledge of Community Development's multiple databases and links to the databases and computer networks in other departments. Specifically, Mr. Ormiston is currently planning and implementing the new GIS database to link Community Development Mapping information.with Assessor's and DO IT GIS data. Additionally Mr. Ormistion manages the existing network with links to Public Works &Building Inspection. Mr. Ormiston's knowledge and skills in seeking out and implementing innovative and cost effective technology is critical in assuring that the department continues to have IT systems that are responsive to our customers, staff and Web needs. CONSEQUENCES OF NEGATIVE ACTION The department cannot maintain and update Land Use information nor continue Land Use application tracking and fee recovery without specialized technical computer support staff. FISCAL IMPACT Funding is fully provided through grants from private foundations. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): Overseen by the Contra Costa Service Integration Program, the Verde Involving Parents (VIP) Program is a team effort of parents, teachers and county agency and non-profit organization staff who live and work in North Richmond, CA. The VIP Program strives to expand parent/family member involvement, increase student attendance, improve student behavior and, ultimately, enhance student performance at North Richmond's Verde Elementary School. Less than three years after implementation, VIP reduced full day absences and tardies at Verde School by 38% and pushed monthly attendance rates to almost 94%. Since February 2001, VIP has returned approximately $175,000 in vitally needed Average Daily Attendance revenue to Verde School. Verde's Standford-9 test results showed the school's greatest improvement in years -- gains in almost all subjects and across almost all grade levels. VIP's Family Partners conduct intensive outreach and provide support to students and their families to ensure that students are able to get to school every day and on time. Ms. Cecilia Ornelas serves as the Lead Family Partner and is responsible for overseeing the day-to-day work of VIP's three Family Partners and Verde Parent Volunteers.
