SUBJECT: State-County Pierce's Disease Control/GWSS Program for FY 2003-04

RECOMMENDATION(S1:
AUTHORIZE the Agricultural Commissioner or his designee, to sign an agreement with
the Department of Food and Agriculture. Contract No. 03-0300 proposes to reimburse
the County $322,320.00 for providing detection and delimitation of the glassy-winged
sharpshooter (GWSS) and suppression or eradication of any populations as rapidly as
possible. The agreement is effective July 1, 2003 through June 30, 2004.
BACKGROUND:
The County department of Agriculture deploys traps, inspects incoming nursery
shipments, landscaping and host crops countywide to detect incipient infestations
of GWSS. Any population of GWSS detected is delimited and controlled or
eradicated. That State reimburses the County for all costs involved in this program.

FINANCIAL IMPACT-
County. on behalf of Workforce Development Board (WDB), to receive $100,200 per year for three (3)
years totaling $300,600. Local Share/Match $40,080 per year for three (3)years totaling $120,240;
Workforce Investment Act (WIA) Funds, 100% Federal.

This grant supports the third community outcome established in the Children's Report Card: 3) "Families
that are Economically Self Sufficient."
BACKGROUND-,
WDB will work with the Labor Market Information Division staff of Economic Development Department
(EDD) in the collection, analysis and dissemination of local occupational and training program information
included in the Occupational Outlook Report. WDB will survey occupations in Contra Costa and Alameda
Counties combined. The information will be produced to meet needs of variety of users, including local
employment and training agencies, local economic development agencies, employers and job seekers. The
information will also be used in program planning, marketing, career counseling, job placement, curriculum
design, and economic development.

COSTA COMMUNITY COLLEGE DISTRICT

RECOMMENDATION fS}:
APPROVE and AUTHORIZE the Community Services Director or designee to
execute Interagency Agreement GWAP-3006 (County #39-850-11) with the
Contra Costa Community College District in the amount of $158,104 for full-
day state preschool program services for the period from July 1, 2003 through
June 30, 2004.
FINANCIAL IMPACT:
The Contra Costa Community College District receives its funding for this
service from the California Department of Education. Funding for this contract
is included in the Community Services Department's FY 2003-04. There is no
net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports
two of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable and Nurturing."
These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health to low-income
children throughout Contra Costa County.
REASONS FOR RECOMMENDATIONSIBACKGROUND:
Since 1994, the Community Services Department has contracted with the
Contra Costa Community College District to administer and operate the
District's State Preschool program. This State Preschool Program provides
full-day preschool services to low-income children across Contra Costa
County.
Approval of this contract will provide funds for the Community Services
Department's State Preschool Program. ,

day state preschool program services for the period from July 1, 2003 through
June 30, 2004.

service from the California Department of Education. Funding for this contract
is included in the Community Services Department's FY 2003-04. There is no
net County cast to this contract.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt Camhi), to execute
on behalf of the County, Standard Agreement#29-764-9 with the State of California Major Risk
Medical Insurance Board, in an amount not to exceed $707,006, for the period from July 1,
2003 through June 30, 2006, for the Major Risk Medical Insurance Program.
FISCAL IMPACT:
This Program is 100% funded by the State of California Major Risk Medical Insurance Board.
(No County funds required)
BACKGROUND/REASON(S) FOR RECOMMENDATION(S)
On August 17, 1999, the Board of Supervisors approved Standard Agreement #29-764-5 (as
amended by subsequent Amendment Agreements #29-764-6 through #29-764-8), for
participation by the Health Plan in the California Major Risk Medical Insurance Program,
through June 30, 2003.
This State program is designed to provide health insurance to Californians who are unable to
obtain coverage on the open market. Eligible Californians include those who have been denied
individual or small group coverage within the previous twelve months, those who have been
involuntarily terminated from health insurance coverage for reasons other than non-payment of
premiums, and those who have been requested to pay health insurance premiums higher than the
Major Risk Medical Insurance Program subscriber rate.
Approval of Standard Agreement#29-764-9 will allow the Health Plan to continue participating
in the Major Risk Medical Insurance Program through June 30, 2006.
