Asthma Awareness Month In Contra Costa County )
WHEREAS, more than 12,000 children and 23,000 adults have been diagnosed with asthma in Centra Costa
County, and
WHEREAS, asthma is a chronic disease that, if not controlled, results in missed work and school days,and
WHEREAS,it is recognized that asthma triggers located in the home,day dare center, school,workplace and
outdoor environment need to be eliminated or controlled, and
WHEREAS,the data indicates that higher rates of hospitalization due to asthma occurs more frequently in
children of African American and Hispanic backgrounds from urban areas than the pediatric population at large,
and
WHEREAS, there still remains large numbers of children from families living in poverty that do not have health
insurance resulting in limited access to necessary medications and equipment to treat asthma,and
WHEREAS,involvement by parents and children in education programs to learn about asthma self-
management will reduce the number of emergency medical visits and
WHEREAS,it is important to coordinate all aspects of care from diagnosis to environmental improvements,
and
WHEREAS, Contra Costa Health Services recognizes improvement in health outcomes will occur with multi-
divisional support within Health Services along with health providers in the community,and
WHEREAS, the Contra Costa Health Services asthma projects,Community Action to Fight Asthma (CAFA),
Childhood Asthma Management Project (CAMP),Child Asthma Among School-Aged Project (CAASA) and
Monument Corridor Asthma Project will work together to reduce and prevent the incidence of asthma in
children and the population at large,and
NOW,THEREFORE BE IT RESOLVED, that the Board of Supervisors does hereby proclaim May 2003,
as Asthma Awareness Month Contra Costa County and calls upon the County's four asthma projects and all
citizens,government agencies, elected officials,business,private institutions,industry,non-profit organizations,
religious communities, and schools to work together to reduce the incidence of asthma among residents and
alleviate the effects of asthma on the county's children and adults.

Are you concerned about asthma in West Centra Costa
County?
Asthma is a significant health problem in Contra Costa County with more than
12,000 children and 23,000 adults diagnosed with the disease.
In Contra Costa, the rate of hospitalization for African American children is
nearly four times the rate of white children.
Centra Costa Health Services has a new project to help reduce the risk of
asthma in environments where children live, learn and play.
The project focuses on four Vilest County neighborhoods - North Richmond,
Parchester Village, Iron Triangle and San Pablo.
These areae have many risk factors for asthma. These include environmental
risks such as from toxic releases, high rates of tobacco use and older housing.
This Project:
• Has established a coalition to help residents and groups develop and
implement a plan to reduce asthma in Vilest County. I
• Has trained community advocates. Nineteen community advocates have
attended more than 40 hours of training and provide a total of 150 hours
each of service a year. Community advocates:
• Reach residents with asthma information through one-on-one contacts,
door-to-door outreach, or small group workshops and presentations
• refer parents of children with asthma to healthcare facilities and support
groups
• will be trained to conduct home assessments for asthma triggers

➢ Asthma is a condition in which the airways of the lungs become either
narrowed or blocked causing difficulty breathing. Asthma can be brought on
by environmental triggers such as air pollution, mold, tobacco smoke, dust,
rodents, cockroaches, and pets. &
What is the current situation?
> There are currently more than 12,000 children and 23,000 adults diagnosed
with asthma in Contra Costa County.'
Factors contributing to asthma
> Transportation
o On average there are 11,000 diesel trucks driving daily through each .
of the highways, freeways,and parkways in Richmond and San Pablo.'
> Pollution
I' o West Contra Costa has one of the highest concentrations of oil
refineries and chemical factories in the state.
o Approximately 1.5 million pounds of pollution is released into the air,
water, and land every year from major industries found in Richmond
and San Pablo alone.
Housing
o Nearly 50% of the housing stock in West Contra Costa was built
before 1959.5 The conditions found in many older homes can
contribute to the development of asthma triggers such as mold and
mildew.
> Education
o Over 30°lam of people in West Contra Costa with asthma do not have
information on how to avoid asthma triggers.
o Contra Costa. Health Services has a team of trained community
advocates who provide outreach and education about environmental
asthma triggers.
How to make a difference
Take part in a new coalition to address environmental triggers related to
asthma with the goal of improving the health of kids in West Contra Costa.
