SPECIFIC REQUEST{S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with Ms. Vicky Pierce (#21-495-5) in the amount of$55,000 for Foster Parent Liaison services during the period July 1, 2003 through June 30, 2004. FINANCIAL IMPACT: $55,000 Foster Family Homes and Foster Family Allocations; 50% Federal ($27,500), 50% State ($27,500). CHILDREN'S IMPACT STATEMENT: This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) " Families that are Safe, Stable and Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." BACKGROUND: The Foster Parent Liaison for the Employment and Human Services Department (EHSD) Children and Family Services Bureau assists foster parents identify issues and concerns, mediates case-specific issues, and facilitates positive and productive working relationships between foster families and EHSD. Ms. Pierce has extensive experience in this area, having provided Foster Parent Liaison services for the Children and Family Services Bureau since 1999. CHILDREN'S IMPACT STATEMENT: This contract supports two community outcomes identified in the Contra Costa County Children's Report Card: "Children and Youth Healthy and Preparing for Productive Adulthood" and "Families that are Safe, Stable and Nurturing" by encouraging foster parenting for hard-to-place children. BACKGROUND: Contra Costa and four other Bay Area counties, with the State of California Adoptions Branch, support a local television segment on KPIX-5 TV Evening Magazine, "Bay Area Homes for Kids". This year's program is designed to recruit foster and adoptive families. The California Partnership for Children provides fiscal oversight for the consortium of five participating Bay Area counties and the State Adoptions Branch, which support this foster- and adoptive-parent recruitment effort. In addition to producing and airing the Evening Magazine segment, contract funds will help: (1) Staff a hotline (415-392-KIDS)for responding to calls and website inquiries generated by the Evening Magazine segment (see m3&m bakicls.org and www.knix.com/xtra/briansjid.$); and (2) Refer callers to appropriate counties and contacts. Case Management (TCM) funding, 100% Federal, CHILDREN'S IMPACT STATEMENT: This action will directly support the fourth and fifth Children's Report Card community outcomes, "Families that are Safe, Stable and Nurturing" and "Communities that are Safe and Provide a High (duality of Life for Children and Families". Activities under this contract will provide in-home visitation services to families and children. BACKGROUND: The Welcome Home Baby Program was developed as one of the major prevention/early intervention service delivery strategies for families with children ages 0-3, This program of in-home visitation services for first- time parents provides parent education and support, health information, screening and improved access to medical care, and referrals to other community services as necessary (including mental health, special needs services, housing assistance, employment opportunities, child care resources, etc.). The Family and Children's Policy Forum and the Department of Employment and Human Services have designated the program as one of their highest priorities for service delivery. The significant amount of time required to continue a strategic planning process, coordinate this program with other county departments and community-based agencies, and monitor ongoing program processes necessitates the full-time commitment of an experienced Program Director. Technical expertise is essential to successful complex contract performance review, service provision monitoring, needs assessment and public bid processes entered into by FACT and FACSAC.
