Parent Aide Services support three Contra Costa County community outcomes: "Children and Youth Healthy
and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities
that are Safe and Provide a High Quality of Life for Children and Families." Countywide availability of
supportive services to parents increases the number of children and youth receiving timely treatment services
and increases the stability of out-of-home placements.
The Parent Aide Program provides transportation (e.g. to medical and dental appointments), supervised
family visits, and other support services to families in Contra Costa County. Parents receive a wide array of
assistance, including information and training on parenting skills, access to childcare resources, nutrition,
health care, budgeting, and other training that develops skills and contributes to self-sufficiency.
FamiliesFirst, Inc. provides these services to the West County population and they have one (1) FTE
Parenting Coordinator and at least seven (7) FTE Protective Services Parent Aides who provide short-term
services on a case-by-case basis, seven days a week to children and families that do not require the direct
attention of a Child Welfare Services (CWS) caseworker, thereby assisting caseworkers to more efficiently
manage their cases.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract with Family Stress Center (#21-177-16) in the amount up to $572,000 for Parent Aide services in
Central and East County during the period July 1, 2003 through June 30, 2004.
FINANCIAL IMPACT:
$572,000 Child Welfare Direct Allocation costs: 30% County ($171,600); 70% State ($400,400).
CHILDREN'S IMPACT STATEMENT:
This contract supports four of the five community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for
Productive Adulthood"; 3) "Families that are Safe, Stable, and Nurturing"; and 5) "Communities that are
Safe and Provide a High Quality of Life for Children and. Families."
BACKGR U I)o
Family Stress Center was selected from a competitive procurement, Request for Proposal (RFP) #1053 in
December 1999. to provide Parent Aide services in Central and East County. Ten (10) FTE Protective
Services Parent Aides provide short-term services on a case-by-case basis, seven days per week to children
and families that do not require the direct attention of a Child Welfare Services (CWS) caseworker thereby
assisting caseworkers to more efficiently manage their cases. Parent Aides provide services such as
transportation to and from school, medical, dental, and counseling appointments and scheduled visits,
supervision for authorized supervised visits, parental skills role-modeling to children and families known to
CWS, and documentation of all services provided. A full-time Parenting Coordinator schedules and
coordinates Parent Aide Services for three EHSD offices. Additionally, Family Stress Center provides
eleven (11) vehicles including nine (9) cars and two (2) vans that are used exclusively for Parent Aide
services covering morning to evening hours.

CHILDREN'S IMPACT STATEMENTA
The contract supports all five of Contra Costa County's community outcomes: (1) "Children Ready for and
Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3)
"Families that are Economically Self Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families". The expected
outcomes will be a decrease in the number of incidents of child abuse, a decrease in family related stress, an
increase in child abuse prevention awareness and an increase in family stabilization.
BACKGROUND:
Contractor will direct and coordinate ongoing activities aimed at mobilizing community resources and educating
professional and lay citizenry to reduce the incidents of child abuse.
Funds requested represent the level of support authorized in previous years from Keller Canyon Surcharge
Revenue Funds by the Board of Supervisors to address the needs of the community served by the Child Abuse
Prevention Council of Contra Costa.

The Dedicated Shelter Group Horne program supports three of Contra Costa County's community outcomes:
"Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and
Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families".
This contract will provide children with stable, high-quality residential treatment after entry into the Child
Welfare System.
BACKGROUND-
This
ACKGR UThis contract provides for two dedicated group homes (twelve beds) providing shelter services at established
Central County and East County sites. Both homes are dedicated to Employment and Human Services under
this contract, providing 24-hour intake, a no-restriction admission policy and specialized staffing and services
to accommodate children whose backgrounds may be unknown at time of placement. These 2 group homes
are the primary shelter care facilities in Contra Costa County; they serve children with serious behavioral and
emotional problems coming into the social services system for the first time. They serve an essential
function that no other county facility provides.
Keeping children in Contra Costa County in the least restrictive setting possible helps with visitation and
reunification efforts. Additionally, without these dedicated beds more children would be placed in costlier,
more restrictive facilities outside of Contra Costa County. EHSD also realizes some cost benefits through
improved caseworker access to children.

Safe and Provide a High Quality of Life for Children and Families," by generating SSI income for Child
Welfare Services.
RACKGROITND!
F.M. Blake provides application, reapplication, representation and follow-up services in the process of
obtaining SSI benefits for children in foster care. Employment and Human Services Department (EHSD)
requires this assistance because federal welfare reform and ongoing legislative action as it affects Social
Security Administration regulations, make the application process and case follow-up a specialized, intensive
process. Contractor was selected after publishing Request for Interest # 176 in May 2002.
Payment under this contract is on a contingency fee basis, with contract costs covered by generated SSI
revenues. EHSD pays contingency fees to contractor only after SSI benefits are approved for a child. The
one-time fee per approved child paid to contractor is a percentage of the benefits received on the first month.
The child continues to receive monthly benefits for as long as he or she meets the disability criteria and the
fee paid to contractor is generally offset in savings to the County by the second or third month of benefits.
Funds generated by this contract enhance Child Welfare Services' ability to meet children's special needs and
help offset County and State maintenance costs.
