The amounts reflect a continued maintenance of effort based upon approved FY 2042/2043 amounts. All of these projects will be built into the County Administrator's proposed FY 2003/2004 budget. All of the Projects and contracts will contain a s ecial condition that permits the elimination or reduction of the prggram in order to conform to the final adopted County budget for FY 2403/2004, REASONS FOR RECOMMENDATION/BACKGROUND: All of the above projects were designed to meet mandated and other vital County Justice System goals. The District Attorney, Public Defender and Probation Department (Home Supervision) projects all are State mandated programs related to the prosecution, adjudication and supervision of delinquent juveniles. The Orin Allen Youth Rehabilitation Facility project funds approximately 8.2% of the program. The East County Youth and Family Services and the West Contra Costa Youth Service Bureau both provide diversion projects to law enforcement and school districts that assist in decreasing the referrals to Juvenile Hall and Juvenile Court. All of the projects are designed to provide an integrated approach to justice system processing of various types of cases, particularly juvenile cases, or to provide the system with services that ultimately would have to be provided at an increased County cost. Projects were monitored to ensure that the outcome measures of numbers of cases handled and reduced costs of the County criminal justice system were met. Three of these projects will require continuation of existing contracts with the County. All of these projects are continuing projects. So that there will be no break in services July 1, 2403, l am recommending that the Board of Supervisors, as it did last year, authorize the County Administrator or his designee to execute on behalf of the County those contracts for the above- listed projects. Each contract will have a termination clause that permits the County to eliminate or adjust the contract as dictated by the adopted FY 2003/2044 County Budget and the status of State Program Realignment funds. APPROVE and AUTHORIZE the County Administrator, or designee, to execute the first amendment to the Consulting Services Agreement with Cannon Design increasing the payment limit by $975,000 to a new payment limit of $1,425,000 for design development services associated with the Sheriff's Public Safety Command Center. 2. APPROVE and AUTHORIZE the County Administrator, or designee, to issue written authorizations for extra work to the above referenced contract, provided that the cumulative cost for all such authorizations does not exceed $25,000. FINANCIAL IMPACT. Funds were previously set aside in the capital accounts for the Sheriff. No general fund revenue is required to support this effort. BACKGROUND: In May 2002 the County retained the services of CannonDesign Architects to develop detailed requirements, a schematic design, and a cost estimate for a new Public Safety Command Center. As part of this study the Architect identified a future location for the Crime Lab, but under direction from the Sheriff-Coroner did not incorporate the building with the schematic design proposal. Therefore, the approved design incorporates an 83,928 square foot Emergency Operations Center and administration building, 32,000 square feet of underground, secure parking and a 107,000 square foot parking structure. The estimated construction cost for these improvements along with associated sitework is $39,159,000. The Sheriff now proposes preceding with the design development phase of the project. On May 6, 2003, the County Board of Supervisors approved recommendations of the Capital Facilities Committee that included this action as a reasonable next step in planning a new Public Safety Command Center. BACKGROUND Since 1978 the County has leased approximately 3,600 square feet on the second floor at 3811 Bissell Avenue, Richmond for the Public Defender. On December 4, 2001, the Board of Supervisors approved the acquisition of this building for the consolidation of the Public Defender West County offices. The building project will include remodel of the first floor, installation of an elevator, replacement of the heating and air conditioning system, ADA improvements, electrical system upgrades, and building seismic reinforcements. Upon completion of the remodeling, the Public Defender will terminate the rental agreement for office space at 3707 Bissell Avenue, Richmond and the consolidated West County Office will be located at 3811 Bissell Avenue, Richmond. The First Amendment also added $2,500 reimbursable expenses for data processing, reproductions and postage for drawings, schedules, specifications and other documents related to the project. The Second Amendment provided a detailed feasibility and cost analysis for a proposed inter-building conduit connection between 3811 Bissell Avenue and 100 37th Street, Richmond and increased the reimbursable limit an additional $150, The Third Amendment increased the scope of service to prepare construction documents and provide construction contract administration for the inter-building conduit connection. BACKGROUND Can November 6, 2001 the Director of General Services approved a consulting services agreement for architectural and construction management services for the Headstart Classroom Expansion at Riverview Middle School. The First Amendment increased the scope of services to provide architectural services to revise the construction documents, obtain Division of the State Architect (DSA) permits, provide a fully designed fire alarm system as required by DSA, prepare DSA approved drawings and calculations for the trash enclosure and increase the reimbursable limit to cover DSA permit fees.
