APPROVE and AUTHORIZE the County Administrator, or designee, to execute the first amendment to the Consulting Services Agreement with Kava Massih Architects increasing the payment limit by $145,000 to a new payment limit of $169,750 for a programming and feasibility study of consolidating District Attorney operational units in the Martinez Civic Center. 2. APPROVE and AUTHORIZE the-County Administrator, or designee, to issue written authorizations for extra work to the above referenced contract, provided that the cumulative cost for all such authorizations does not exceed $25,000. FINANCIAL IMPACT: Funds were previously set aside in the capital accounts for the District Attorney. No general fund revenue is required to support this effort. BACKGROUND: The District Attorney headquarters are housed on the fourth floor of the Superior Court's Building in Martinez. The space is chronically overcrowded, systematically obsolete, and marginally accessible to the public. Additionally, the County will transfer ownership of the building to the State of California within the next few years, under the provisions of recently enacted State laws, thereby making the District Attorney a tenant of the Superior Court. Given these circumstances the District Attorney would like to study the feasibility of a new headquarters building in downtown Martinez. This study would build upon the analysis prepared for a new County Administration Building in 1999-2000. The study would identify the optimal composition of DA units in the civic center, and propose a schematic design and cost estimate for construction. On May 6, 2003, the County Board of Supervisors approved recommendations of the Capital Facilities Committee that included this action as a reasonable next step in pla ning a new District Attorney facility. APPROVE and AUTHORIZE the County Administrator, or designee, to execute the third amendment to the Consulting Services Agreement with URS increasing the payment limit by $200,000 to a new payment limit of $482,214 for Comprehensive Project Management Services for Various Projects in Contra Costa County. 2. APPROVE and AUTHORIZE the County Administrator, or designee, to issue written authorizations for extra work to the above referenced contract, provided that the cumulative cost for all such authorizations does not exceed $25,000. FINANCIAL IMPACT: Funds were previously set aside in the capital accounts for the Sheriff and District Attorney. No general fund revenue is required to support this effort. BACKGROUND: Pursuant to a February 27, 2001 order by the County Board of Supervisors, the County Administrator's Office executed an agreement with URS for comprehensive project management and/or construction management services for various projects in Contra Costa County. On June 4, 2002, the Board approved a contract amendment with URS for project management services associated with the schematic feasibility phase of the Sheriff's Public Safety Command Center (PSCC). This third amendment includes project management services during the design development phase of the PSCC and for the programming and schematic feasibility study to consolidate District Attorney units in the Martinez civic center. Additionally, URS will provide the preliminary geotechnical studies and a topographic survey of the PSCC site. On May 6, 2008, the County Board of Supervisors approved recommendations of the Capital Facilities Committee that included this action as a reasonable next step in planning a new Public Safety Command Center and District Attorney facility. REASON FOR RECOMMENDATION AND BACKGROUND: DOIT has requirements for technical assistance in support of its WAN and supporting security infrastructure. Mr.Fujikawa has extensive,Solaris and Cisco expertise and experience needed in support of the County's WAN. Mr.Fujikawa's knowledge and experience with DNS,Firewalls, Filtering,Voice and Data technologies are needed to assist in upgrading the WAN infrastructure and assuring secure 24 X 7 access for bath County and public users. IV. CONSEQUENCES OF NEGATIVE ACTION: If the request is not approved Information Technology will not be able to provide timely support and may result in outages for Internet and Intranet access for County public users. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Chief Information Officer of Department of Information Technology or his designee to execute on behalf of the County an agreement with Genesis Data, Inc. to provide data entry services in the amount of$158,500.00 effective.Iuly1,2003 through June 30, 2004. II. FINANCIAL IMPACT: Funds are budgeted for this contract. Doff will recover this contracts cost through charges to the Auditor. Iii. REASON FOR RECOMMENDATION AND BACKGROUND: DOIT formerly had a large data entry section that provided data entry services for most County departments. Over the last 10 years our data entry activities have decreased because of the installation of online interactive systems in most departments making it possible for departments to perform most of their own data entry. Doff reached a point where it is no longer cost effective to maintain an inhouse data entry section. We have been using data entry service bureaus for years to assist with peak workloads and have found them to be very cost effective and efficient. IV.
